Hello! There is no minimum age limit. Buying an urban hukou in the name of an individual means buying two kinds of insurance: old-age insurance and medical insurance. The social security payment period is unified throughout the country, and those who have paid 15 can only receive it after men reach the age of 60 and women reach the age of 55.
