Dongguan's social security card can't be used in Shenzhen, and it can only be used after transfer. The relevant provisions are as follows:

1. If you seek medical treatment in a different place, you need to pay in cash first, and then apply for reimbursement at the place where social security is paid. There is no clear legal definition of medical treatment in different places. In social medical insurance coverage, "off-site" generally refers to other areas in China outside the insured's overall planning area, and "seeking medical treatment" refers to the insured's medical treatment behavior, which can be simply defined as the insured's medical treatment behavior outside its overall planning area.

2. Social security cannot be directly used outside the overall planning area. If you need to be hospitalized outside the overall planning area, you can apply for medical treatment in different places, and then submit an expense account at the social security payment place. Social security card, also called financial card, has two functions, one is medical insurance function and the other is financial function. The medical insurance function can only be used in designated areas, not in other places. The financial function is a general debit card, which can be used nationwide after activation. If you need to use it in different places, you need to transfer it to a social security card in different places.
