Social security is an important supporting reform under the condition of market economy. To expand the coverage of social security such as pension, unemployment and medical care according to law, all kinds of enterprises and their employees in cities and towns such as state-owned, collective, foreign-invested and private enterprises must participate in social insurance and pay social insurance premiums. " It is emphasized that "various measures should be taken, including realizing some state-owned assets and rationally adjusting the fiscal expenditure structure." , open up new financing channels for social security and enrich social insurance funds. Strictly manage various social security funds, strengthen supervision, prohibit misappropriation and diversion, and ensure the safe appreciation of funds. Gradually promote the socialized management of social security and separate retirees from the original enterprises. Pensions are issued by social service agencies and personnel are managed by the community. " This issue was also given special attention in the Reform Plan of Geological Exploration Team Management System issued by Guo Ban Fa [1999] No.37. The use of geological exploration fee base "must first ensure the funds for retirees" and "do everything possible to ensure that the pensions of retirees in geological exploration units are paid in full and on time. The pension standard and related treatment of retirees in geological prospecting units that have not yet entered the local pension insurance pooling system remain unchanged, and the expenses are paid from the geological prospecting fees transferred to the provincial finance, and will be implemented according to the unified method after the introduction of the national administrative institution pension pooling method. "

This work is so for the society, especially for each geological prospecting unit, and it has become an important condition for the enterprise management of geological prospecting units. Before entering the local society as a whole, local exploration units should take the following measures to make enterprises get rid of the social burden and concentrate on production and operation. Its importance is the same as the above three tasks, and it is very important to smoothly promote the reform of geological prospecting units. The way is:

Take the bureau as a unit to plan the expenses of internal retirees. The method is (1) according to the current standard, the retirees' expenses are deducted from the geological exploration fee base and handed over to the retirees' office established by the bureau as income; (2) The wage income of the existing employees in geological prospecting units shall be extracted from the labor insurance premium in accordance with the regulations and handed over to the office of retirees as income; (3) When state-owned assets are invested as equity in a new enterprise, a part of welfare shares should be divested as the property income of employee labor insurance and added to the labor insurance fund if conditions permit.

All retired employees of geological prospecting units who should enjoy the treatment of retirees shall be paid retirement fees by the Bureau Retirement Office. The advantages are as follows: ① the labor insurance fee extracted from social income can replace part of the geological prospecting fee of retirees, thus increasing the financing channels of geological prospecting units; (2) It can ensure the authenticity of the cost of products or services produced and operated by geological prospecting units, and also reflects the equal competition in the market; (3) the expenses of retirees can be effectively guaranteed, which is conducive to stability and unity within a game and prevents comparison with each other.
