Full coverage of social security is of great significance. Social insurance is an important part of social security work. As a social security worker, I want to talk about my own understanding on how to achieve full coverage of social insurance.

Full coverage must first achieve full coverage of the system so that everyone can enjoy the opportunity to participate in social insurance.

Full coverage means that all citizens have corresponding social security system arrangements, regardless of urban and rural areas, regions, gender, whether they have jobs or not, and what kind of jobs they are engaged in. All residents can sit down in various "system combinations" according to their own conditions, participate in social insurance, and get basic protection, so as to avoid people who want to join the insurance but can't find a security system suitable for their own situation. In the social security system covering urban and rural residents, basic old-age care, basic medical care and minimum living security for urban and rural residents are the three most important items. At present, basic medical care, including medical insurance for urban workers, medical insurance for urban residents and the new rural cooperative medical system, has been fully established, covering1300 million people; The minimum living guarantee for urban and rural residents covers all provinces, autonomous regions and municipalities, and has achieved all the guarantees. Since 1990s, China has explored the establishment of the basic old-age insurance system for enterprise employees, which has been continuously promoted and improved with the reform of state-owned enterprises. Speeding up the construction of social security system in urban and rural areas, strengthening and standardizing the management of social insurance registration, establishing a unified national insurance registration information database, and gradually forming a unique social security symbol for everyone are important foundations for realizing the transformation from full coverage of social insurance system to full coverage of personnel.

Social security agencies at all levels should be implemented step by step. Through the comparison of public security, social security and civil affairs databases, the insured, the deceased and the transferred personnel are screened out, and then decomposed by district, city, street and community to determine the registered object of household survey and registration. Relevant departments at all levels should strengthen the publicity of the significance, scope, methods and steps of insurance registration through various channels and methods, make full use of newspapers, television, internet and other media, and publicize insurance registration by releasing work information, holding relevant meetings, carrying out special publicity, distributing brochures, hanging propaganda banners, going deep into the grassroots, etc. Social security managers in grass-roots communities should actively publicize social security policies and encourage insured persons to actively participate in insurance payment when registering at home. It is necessary to check door-to-door, door-to-door, and person-to-person to ensure the completeness and accuracy of the registration data, and to enter the collected information into the information database after verification. Agencies should strengthen organizational leadership, formulate practical measures and related supporting measures to ensure the steady progress of insurance registration. People's social departments at all levels should do a good job in division of labor, make overall coordination arrangements, carefully organize and implement, fully mobilize the strength of the people's social system, form a joint effort, and fully implement it in accordance with the requirements of "universal enrollment registration and full participation". It is necessary to supervise and evaluate the work of grassroots registration and insurance, timely inform the progress of the work, and ensure that this work is implemented steadily, solidly promoted, and completed within the prescribed time limit.

Second, lowering the threshold of social insurance is the premise of full coverage.

At present, there is a problem of low social insurance coverage. Payment system is a remarkable feature of social insurance system, which implements the principle of correlation between rights and obligations. Only by fulfilling the obligation to pay insurance premiums can you enjoy the right to income compensation. In China, due to the relatively high amount of insurance premiums, many workers are afraid of losing their jobs or cash income and failing to pay insurance premiums in time, resulting in unemployment or loss of life security in their later years. This phenomenon is common among small private enterprises, migrant workers and even low-income freelancers. Therefore, it is the basic premise of expanding the coverage of social insurance to appropriately reduce the amount of social insurance contributions so that as many people as possible can afford it. At the the State Council meeting on April 13 this year, it was decided to reduce the social security contribution rate of enterprises and the proportion of housing accumulation fund in stages, which has already started the prelude to reducing the old-age insurance rate of enterprises in local areas. This move by the central government is not only a substantial measure for enterprises to "reduce costs", but also an important measure to reduce the burden of payment of insured persons and improve social insurance coverage.

Third, it is an important measure of full coverage to effectively solve the problem of insurance for vulnerable groups with difficulties in paying fees.

First, through transfer payment, directly increase financial input or social security expenditure and give appropriate subsidies. In some areas, the old-age insurance for severely disabled residents is paid by the local government every year 15 years, and the annual insurance premium is 500 yuan standard; It is a good measure to use the national poverty alleviation policy to solve the lowest-grade insurance premium for the poor people who really can't afford to pay the old-age insurance by using the special poverty alleviation funds of local governments.

In addition, the construction of social security system should speed up the pace of urban and rural planning, improve the transfer and connection methods between different insurance systems, and properly solve major problems such as cross-regional social insurance relationship connection, medical insurance settlement in different places, and landless farmers' participation in social security; Now, with the formation of a variety of ownership patterns and a unified human resources market, the number and proportion of flexible employment groups have increased significantly, and labor relations, jobs, working hours and wages are unstable and uncertain.
