Legal analysis: Yes. The employing unit shall pay five insurances and one gold for the personnel agency. Labor dispatch is a form, which is not directly related to whether to pay social insurance. However, in order to avoid risks, the general dispatching unit will pay social insurance to the dispatched personnel, and of course this part of the expenses will be borne by the actual employer.

Legal basis: Article 62 of People's Republic of China (PRC) Labor Contract Law stipulates that the employer shall perform the following obligations:

(a) the implementation of national labor standards, provide corresponding working conditions and labor protection;
