Article 3: If a person with rural household registration is employed in an urban unit and has a stable labor relationship, the employer shall go through the registration procedures in accordance with the Interim Measures for the Administration of Social Insurance Registration and shall take part in the basic medical insurance for urban workers at the place of employment.

Article 9 The participation (co-operation) vouchers are uniformly designed by the Ministry of Human Resources and Social Security in conjunction with the Ministry of Health, and are uniformly printed by the social (medical) insurance and new rural cooperative medical care agencies in each region. In principle, the information on the vouchers will be transmitted between the social (medical) insurance and the new rural cooperative medical care organizations; if the information cannot be transmitted due to special reasons, the insured persons will have to go through the relevant procedures by themselves.
