Article 3: If a person with rural household registration is employed in an urban unit and has a stable labor relationship, the employer shall go through the registration procedures in accordance with the Interim Measures for the Administration of Social Insurance Registration and shall take part in the basic medical insurance for urban workers at the place of employment.

Article 4 After participating in urban basic medical insurance, new rural cooperative medical care participants shall be notified by the social (medical) insurance agency at the place of employment to the new rural cooperative medical care agency at the place of domicile to go through the transfer procedures, and shall withdraw from the new rural cooperative medical care in accordance with the local regulations, and shall no longer be entitled to the new rural cooperative medical care treatment.

Article 8: In the event that an insured person transfers his basic medical insurance relationship across systems or co-ordinated areas, the social (medical) insurance or new rural cooperative medical care agency of the original domicile or place of employment shall issue an insurance voucher for him when he goes through the procedure of discontinuing his participation, and retain his participation information for verification purposes. The place of new employment shall do a good job of verifying the participation information of the inflowed persons as well as registering them.

Article 9 The participation (co-operation) vouchers are uniformly designed by the Ministry of Human Resources and Social Security in conjunction with the Ministry of Health, and are uniformly printed by the social (medical) insurance and new rural cooperative medical care agencies in each region. In principle, the information on the vouchers will be transmitted between the social (medical) insurance and the new rural cooperative medical care organizations; if the information cannot be transmitted due to special reasons, the insured persons will have to go through the relevant procedures by themselves.
