Second, the scope of reform. This decision applies to units managed in accordance with the Civil Service Law, organs (units), institutions and their staff managed with reference to the Civil Service Law.

Fourth, reform the method of calculating and distributing basic pensions. After the implementation of this decision, those who have participated in the work and accumulated their payment period of 15 years will be paid a basic pension on a monthly basis after retirement. Basic pension consists of basic pension and personal account pension. The monthly standard of basic pension at retirement is based on the average monthly salary of local employees in the previous year and my indexed monthly salary, and the payment is paid to 1% every1year. The monthly standard of personal account pension is the amount stored in personal account divided by the number of months, which is determined according to the average life expectancy of urban population when I retire, my retirement age, interest and other factors (see Annex for details).

If you have worked before the implementation of this decision and retired after the implementation, and the payment period (including deemed payment period, the same below) has accumulated to 15 years, a transitional pension will be given on the basis of basic pension and personal account pension in accordance with the principle of reasonable connection and smooth transition. Specific measures shall be formulated and implemented by Ministry of Human Resources and Social Security in conjunction with relevant departments.

After the implementation of this decision, those who have reached retirement age but have accumulated dissatisfaction with the individual payment period of 15 years shall be treated as the basic old-age insurance relationship and basic old-age pension plan in accordance with the provisions of "Several Provisions on the Implementation of the Social Insurance Law of People's Republic of China (PRC) in Ministry of Human Resources and Social Security" (OrderNo. 13).

Those who have retired before the implementation of this decision will continue to pay basic pensions in accordance with the original treatment standards stipulated by the state, and at the same time implement the basic pension adjustment measures.

Retirees from government agencies and institutions still pay retirement fees according to the unified provisions of the state, and adjust the relevant treatment.
