It is suggested that Jianshi County should be supported to build a sub-central city of Enshi Autonomous Prefecture, establish a cooperative liaison mechanism, and give Jianshi support in terms of policies, planning, projects and funds.

Planning, support from six aspects.

First, it is suggested that Jianshi should be included in the planning and construction of important nodes of the "point-axis" industrial spatial pattern in the province, and Xiaba Industrial Park should be included in the planning and construction of provincial chemical parks.

Second, it is suggested that Jianshi County's natural gas security project, wind power generation project and 500 kV power transmission and transformation project should be included in the province's energy planning and construction. Priority layout of new energy projects began.

Third, it is suggested that in the province's logistics planning, a comprehensive transportation hub in Wuling Mountain area should be built around Jianshi, and the positioning of modern logistics base in Xiaoyanmen should be upgraded to support Jianshi to build a regional modern logistics hub in Wuling Mountain area.

Fourthly, it is suggested that Jianshi County Secondary Vocational and Technical School (Vocational Education Center) be established as a higher vocational college-Hubei Jianshi Industrial Vocational College. It is suggested that Jianshi County People's Hospital, Chinese Medicine Hospital, National Hospital and other major projects be included in the special planning and construction of social undertakings in the province.

Fifth, it is suggested that according to the actual economic and social development and development needs of Jianshi County, other departments directly under the province should be actively coordinated to ensure the space demand of Jianshi County to promote industrialization and urbanization.

Sixth, it is suggested to coordinate the State Council and its ministries and commissions to promote the implementation of the economic and social development plan of Wuling Mountain Economic Cooperation Zone, and strive to become a demonstration area for the overall economic and social development of Wuling Mountain. Focusing on accelerating the construction of Enshi sub-center city, we will start the layout of major transportation, water conservancy, energy, characteristic industries, ecological environment protection and functional projects of central city.

In terms of projects, 9 types of projects are supported.

In terms of projects, it is suggested to give initial support to nine categories of projects such as industry, railways, highways, water conservancy, ports, trade and logistics, urban construction, social livelihood and ecological environment protection.

Industrial projects. Support the development of food, new materials, electronic machinery, medicine and chemical industry, and circular economy industrial chain projects, and give inclined support to the deep processing of agricultural and sideline products and the combined production of mining and electricity. Actively coordinate the layout of related industrial supporting bases in Wuhan China Optics Valley and Wuhan Economic and Technological Development Zone in the initial stage, and support the construction of demonstration bases for undertaking industrial transfer in central China.

Railway project. Support construction started on 20 13, and construction of Jianshi-Wushan railway (Enshi connecting line of Zhengzhou-Chongqing high-speed railway) was started. Accelerate the preparatory work for the construction of Ankang-Enshi-Zhangjiajie railway and Jianshi-Enshi intercity railway (or light rail), and strive to start construction during the Twelfth Five-Year Plan period. Support the construction of a new passenger station of Yiwan Railway with a maximum of 2,000 people and a small yamen freight yard with a freight volume of 3 million tons/year.

Aviation project. Support Jianshi to develop general aviation, build Jianshi general airport, constantly open up routes connecting important domestic cities or tourist attractions, and build an important aviation gateway and tourist transit port in Wuling Mountain area.

Expressway project. Support the construction of Yin Bei Expressway (Jianshi to Enshi and Jianshi to Wushan) and Jianshi to Badong Expressway. Support the construction of connecting lines of Yin Bei Expressway and Shanghai-Chongqing Expressway (two first-class highways) to form a fast-track of the outer ring of the city. Support the completion of the upgrading and reconstruction of county and township highways from Jianshi to Fengjie, Wushan, Badong, Hefeng and Enshi, the upgrading and reconstruction of national highways 3 18 and 209, and the construction of the Jianshi section of Shizhu-Cili secondary highway. Support rural highway construction, and strive to achieve 100% at the end of the 12th Five-Year Plan.

In the new round of water conservancy reform and development, we will continue to give preferential support to water conservancy projects. Support the acceleration of the construction of Zhamu Hydropower Station and Wujiahe Hydropower Station. Support the inclusion of key water conservancy projects such as rural water diversion into national and provincial special plans, and strive to start construction during the Twelfth Five-Year Plan period. Support the improvement of the water supply network in Xincheng, and build Xiaba Waterworks, Xiaomayuan Waterworks and Hongtuping Waterworks. Support the construction of a national drinking water safety demonstration zone. Support the acceleration of the construction of small and medium-sized rivers and dangerous reservoirs and the control of soil erosion on sloping farmland.

Commercial logistics projects. Support the construction of agricultural and sideline products trade logistics park, logistics distribution center, railway freight center and Wuling Mountain International Convention and Exhibition Center. Support the construction of the modern logistics base project of Jianshi Xiaomayuan. During the Twelfth Five-Year Plan period, we will promote the construction of important logistics hubs in Wuling Mountain area.

National central city construction project. Guide and help carry out the planning research of Jianshi-Enshi urban agglomeration, support the construction of inter-county expressway between Jianshi and surrounding counties and cities, and create "1 hour urban agglomeration". Support Jianshi to carry out strategic research on urban spatial development, speed up the construction of urban clusters such as Xiaba, Hongtuping, Xiaomumen, Songshuping, Qiliping, Longli and Hongyan Temple, and strive to achieve the double "20" goal of Jianshi urban construction in 2020, forming a framework of Enshi sub-center city with a population of 200,000 and a square kilometer. Support the construction of Jianshi Ring Expressway, and complete the construction of Xihuan Avenue (209 Ring Road), Xiaba Avenue (Jianshi Bridge to Xiaba), Yingbin Avenue (Railway Station to Industrial Park) and Jianyang Avenue (Jianshi Bridge to Railway Station) before 20 16. Support Jianshi administrative service center to move northward, and strive to move major county-level departments and industrial town governments to Xiaba New City at the end of the Twelfth Five-Year Plan. Support the construction of a number of characteristic city parks and city squares.

Social livelihood projects. Support the standardization of school construction in compulsory education stage, and take the lead in popularizing three-year preschool education and high school education in Wuling Mountain area. Continue to support the construction of vocational education base in Jianshi County. Support the establishment of Jianshi Secondary Vocational and Technical School as Hubei Jianshi Industrial Vocational College. Support Jianshi People's Hospital to create a third-class first-class general hospital, Jianshi Chinese Medicine Hospital to create a third-class second-class general hospital, Jianshi National Hospital to create a second-class first-class general hospital, and support the construction of maternal and child health hospitals to meet the second-class first-class standards. Support the construction of Jianshi County Science and Technology Museum, Jianshi County National Culture Film and Television Center, Xincheng Stadium, Jianshi Grand Theatre and Jianshi County Comprehensive Emergency Center. Support the construction of 300,000 square meters of public rental housing and complete the relocation of 20,000 ecological poverty alleviation immigrants.

Eco-environmental protection project. Coordinate the state to include Guangrun River in the "Twelfth Five-Year Plan" wetland protection project and start construction. Continue to strive for state support to implement the project of returning farmland to forests. Support the construction of new urban sewage treatment plants, township garbage collection and transportation systems (Phase II), township sewage treatment plant projects, secondary river regulation and comprehensive rocky desertification control projects.

In terms of funds and policies, preferential support is given to the national and provincial supplementary funding arrangements every year.

In terms of funds and policies, we will strive to give preferential support to the declaration and arrangement of national and provincial supplementary funds such as investment projects in the central budget and capital construction projects in the provincial budget, and increase support for construction.

At the same time, we support the listing of Jianshi as a demonstration zone for poverty alleviation ecological migration and a demonstration zone for poverty alleviation and development through work, and give priority to the funding arrangements for work-based relief funds, work-based relief funds for ex situ poverty alleviation and work-based relief demonstration projects in the financial budget. Support high-quality enterprises in Jianshi County to raise funds by issuing corporate bonds. Support Jianshi to use loans from international financial organizations to promote coordinated urban and rural development. Support Jianshi to accelerate the comprehensive reform of urban and rural areas, and promote the pilot demonstration construction of provincial public service standardization reform in Huaping Town, Jianshi. We will support deepening the reform of the household registration system, guide the improvement of supporting policies such as household registration access and land social security and the working mechanism of attracting talents, and promote the transfer of population from surrounding counties and cities to Jianshi City.
