Legal analysis: Social security agencies refer to the working institutions authorized by laws and regulations to handle social insurance affairs such as endowment insurance, medical insurance, unemployment insurance, industrial injury insurance and maternity insurance.

Legal basis: Article 91 (1) of People's Republic of China (PRC) Social Insurance Law conceals and illegally places the social insurance fund that has been applied for and collected, and fails to collect and record the social insurance fund in accordance with the regulations; (2) illegally transferring the social insurance fund to an account other than the special account of the social insurance fund; (3) Misappropriation of social insurance funds; (four) crowding out various social insurance funds or other social insurance funds; (five) the use of social insurance funds to balance the financial budget, build or rebuild office space, and pay personnel expenses, business expenses and management expenses; (six) in violation of the provisions of the state investment and business policies.
