You must make sure that your medical insurance account is frozen, otherwise there will be no money in it. It should be frozen. The medical insurance account is not cleared. If you are sure that the money in your account is gone, it is probably stolen. Report it.

If it is frozen, you can bring your ID card and resignation certificate to handle the transfer.
