Anhui province labor resources and social security department

According to the Notice of the General Office of the Central Committee of the CPC on Printing and Distributing the Institutional Reform Plan of the People's Government of Anhui Province issued by the General Office of the State Council (No.3 [2009] of Anhui Office), the Provincial Department of Human Resources and Social Security was established as a department of the provincial government.

major duty

(a) to implement the national human resources and social security policies and laws and regulations, draft relevant local laws and regulations, formulate human resources and social security development plans and policies, and organize their implementation, supervision and inspection.

(2) Formulating the development plan and mobility policy of human resources market, establishing a unified and standardized human resources market, and promoting the rational mobility and effective allocation of human resources.

(III) Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving public employment service system, formulating employment assistance system, improving vocational qualification system, coordinating the establishment of vocational training system for urban and rural workers, taking the lead in formulating employment policies for college graduates, and formulating training and incentive policies for highly skilled talents and rural practical talents jointly with relevant departments.

(four) to co-ordinate the establishment of a social security system covering urban and rural areas in the province. Coordinate the formulation of policies and standards related to urban and rural social insurance and its supplementary insurance, implement the unified national social insurance relationship continuation method and basic pension planning method, coordinate the formulation of policies related to basic old-age insurance in government agencies and institutions, gradually improve the level of fund planning, formulate relevant systems and measures for the management and supervision of social insurance and its supplementary insurance funds in conjunction with relevant departments, and prepare the draft budget and final accounts of social insurance funds in the province.

(five) responsible for the province's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to formulate relevant policies on the distribution of wages and income of personnel in government agencies and institutions, establish a mechanism for the normal growth and payment of wages of personnel in government agencies and institutions, and formulate relevant policies on the welfare and retirement of personnel in government agencies and institutions.

(VII) To be responsible for the personnel system reform of public institutions, formulate supporting policies related to the reform and organize their implementation, participate in talent management, formulate policies related to professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, improve postdoctoral management measures, and be responsible for the selection and training of high-level professional and technical personnel.

(8) jointly with relevant departments, formulate relevant policies and resettlement plans for demobilized military cadres in the province and organize their implementation, be responsible for the education and training of demobilized military cadres, organize the formulation of relevant policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in administrative organs, jointly with relevant departments to formulate relevant personnel deployment policies and special personnel placement methods, implement the national honor system, and formulate the government reward system.

(ten) comprehensive coordination, centralized management of the province's introduction of foreign intelligence, the introduction of foreign intelligence work planning and related policies and measures.

(eleven) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the province, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(12) Make overall plans to formulate relevant institutional measures for mediation and arbitration of labor and personnel disputes and policies related to labor relations, improve the coordination mechanism of labor relations, formulate relevant policies and measures to eliminate illegal use of child labor and special labor protection for female workers and underage workers, organize the implementation of labor inspection, coordinate the work of safeguarding workers' rights, investigate and deal with major cases according to law, and coordinate the handling of letters and visits related to human resources and social security.

(thirteen) to undertake other tasks assigned by the provincial government.
