For example, if your local social security card issuing bank is Industrial and Commercial Bank of China, then you can go to Agricultural Bank of China or other bank outlets, so naturally there is no way to activate your social security card.

You don't have valid identification.

To activate the financial function of the social security card, the bank must bring the social security card and your valid ID to the bank, and the bank will handle it for you. If you don't have a valid identity document and can't prove that the owner of the social security card is you, the bank will not activate the social security card for you.
