In order to guarantee the basic life of enterprise retirees and share the fruits of social development, according to the spirit of the Notice of Ministry of Human Resources and Social Security Finance Department on Adjusting the Basic Pension for Enterprise Retirees in 20 13 years (Ministry of Human Resources and Social Security No.3), with the consent of the provincial government, we decided to appropriately adjust the basic pension for enterprise retirees. The relevant matters are hereby notified as follows, please follow them.

First, adjust the scope and objects.

Retired persons before 20 12 12 3 1 in enterprises in the province (including industrial units) and those who have retired according to regulations, as well as those who have retired according to the national development policy [1978] 104 and Zhejiang labor insurance [1993].

Second, the adjustment level and adjustment method

In 20 13 years, the basic pension adjustment of enterprise retirees (retired) will continue to adopt the method of combining general adjustment with appropriate inclination, and the basic pension will generally be adjusted according to the monthly per capita 230 yuan. On this basis, the adjustment level should be appropriately improved for senior professional and technical personnel, senior technicians and elderly people. Specific adjustment measures are as follows:

(a) generally adjust the basic pension for retired (retired) personnel.

We will generally adjust the basic pension and implement the "double hook". It consists of two parts:

The first part determines the adjustment standard according to the monthly per capita quota 1 10 yuan, and according to the average wage level, economic and social development level and average pension level of employees in each city in 201/year. The specific adjustment standards are as follows: Hangzhou 1 13 yuan, Ningbo1/3 yuan, Wenzhou 109, Huzhou 109, Jiaxing 109 and Shaoxing/kloc.

For enterprise retirees who are insured in the provincial social insurance management center, the standard is 1 13 yuan.

Retirees in the province are adjusted according to the 82 yuan standard per person per month.

In the second part, retired (retired) personnel determine the adjustment standard according to the length of their payment years (including deemed payment years, the same below). The specific standard is: every full 1 year (less than 1 year is calculated as 1 year), the basic pension 5 yuan will be increased every month.

(two) appropriately increase the basic pension for some retired (retired) personnel.

On the basis of general adjustment, the following retired (retired) personnel will be appropriately issued with basic pensions:

1. Retired personnel with senior titles and senior technician qualifications. Among them, professor-level senior professional and technical personnel issue additional 500 yuan every month; Other senior professional and technical personnel and senior technicians issue additional 400 yuan every month.

2.195312.31Retired (retired) personnel who have worked before will be paid to 70 yuan every month for 30 years or more; If the payment period is over 20 years and less than 30 years, each person will issue additional 60 yuan every month; If the payment period is less than 20 years, the 50 yuan will be increased per person per month.

1953 12 3 1 retired people who used to work refer to those who used to take part in revolutionary work before 1953 12 or calculated their continuous service according to national and provincial regulations.

At the same time, those who meet the above conditions for issuing basic pensions can enjoy them repeatedly.

Third, the handling of relevant personnel

(a) after the adjustment of the basic pension for retired cadres of enterprises, the basic pension level is lower than the average level of the local adjusted basic pension, and it shall be supplemented in accordance with the provisions of Document No.30 [2004] issued by Zhejiang Provincial Party Committee.

(II) If the basic pension level of enterprise retired model workers and provincial advanced producers (workers) is lower than the average basic pension level of local enterprise retirees after this adjustment, it shall be supplemented according to the provisions of Document No.88 [2007] of Zhejiang Zhengban.

Model workers refer to individuals who have won the title of model workers at or above the provincial level and enjoy the treatment of model workers and advanced workers at or above the provincial level according to regulations; Provincial advanced producers (workers) refer to individuals who won the title of provincial advanced producers (workers) from 1956 to 1964.

(3) If the retired former industrialists and businessmen (including small traders, small craftsmen and small business owners who are different from the former industrialists and businessmen) adjust the basic pension, and their basic pension level is lower than the average basic pension level of retirees of local enterprises after this adjustment, they shall be supplemented according to the provisions of document 1. Zhejiang Labor Service [2002] 150.

When adjusting the basic pensions in items (1), (2) and (3) above, if the local average level of the adjusted basic pension is lower than 20 12, it shall be determined according to the level of 20 12.

(IV) Retired (retired) personnel who implement the old-age insurance method of "low threshold access and low standard enjoyment" shall determine the adjustment level of the basic pension according to the contribution coefficient determined by calculating the basic pension when retiring (retiring) and multiplying it by the adjustment amount (including the special adjustment part).

(5) Employees who were disabled at work before 20 12 12 3 1 and completely lost their ability to work, who quit their production posts and enjoy regular disability allowance on a monthly basis, will receive an increase in disability allowance according to this notice. If the increase is lower than the average amount of basic pension adjustment for retirees of local enterprises, it can be supplemented according to the average amount. If the increase of the basic pension for industrial injury retirees is lower than the average adjustment of the basic pension for local enterprise retirees, it can also be supplemented according to the average amount.

(6) Retired employees of enterprises, retired old workers who participated in revolutionary work before the founding of the People's Republic of China and retired employees of the Second Aviation Uprising are not included in the scope of this adjustment.

Fourth, the source of funds.

The expenses required for enterprise retirees to adjust the basic pension and participate in the social pooling of basic old-age insurance shall be paid from the pooling fund; Did not participate in social planning, collected from the original channel. The adjustment fee of disability allowance for injured workers is charged according to the original channel.

Adjusting the basic pension level of enterprise retirees reflects the concern of the CPC Central Committee, the State Council and the provincial party committee and government for the majority of retirees.
