Process
(1) After the insured person establishes the basic pension insurance relationship and pays the contributions according to the regulations in the new place of employment, the employer or the insured person submits a written application for transferring the basic pension insurance relationship to the social security agency in the new place of employment.
(2) Within 15 working days, the social security agency of the new place of participation shall examine the application for transfer and continuity, and if it meets the conditions stipulated in these Measures, it shall issue a letter of consent to accept the application to the social security agency of the place where the insured person's original basic old-age insurance relationship is located and provide the relevant information; if it does not meet the conditions for transfer and continuity, it shall give a written explanation to the applying unit or the insured person.
(3) Within 15 working days after the receipt of the letter of acceptance, the social security agency in the place where the original basic pension insurance relationship is located shall handle the formalities for the transfer and continuity.
(4) Upon receipt of the basic pension insurance relationship and funds transferred by the social security agency in the place where the participant's original basic pension insurance relationship is located, the agency in the new place of participation shall complete the relevant formalities within 15 working days, and promptly notify the employer or the participant of the confirmation.
(5) The number of years of pension insurance contributions is cumulative, with gaps allowed in between, which can be made up or not.

Application for the issuance of the "Basic Pension Insurance Participation and Payment Voucher"
After the termination of the labor relations of the contributing unit, the employee can apply for the issuance of the "Basic Pension Insurance Participation and Payment Voucher" by the employee himself or by the contributing unit by bringing the following materials to the social insurance agency where they are located. Pension Insurance Participation and Payment Voucher:
(1) Application, (2) original and photocopy of the contributing employee's household register and ID card (3) if the contributing employee entrusts another person to do the work on his behalf, the letter of attorney and the original and photocopy of the person's ID card should be provided (4) Employee's Pension Insurance Handbook, and (5) if the contributing employee's participation in the workforce, the deemed years of contributing, and other relevant information need to be recognized, a certificate of the contributing employee's own identity should be issued. (6) The original and photocopy of the certificate of termination of labor relations, transfer procedures (7) Other relevant materials as stipulated in the policy.
Second, presenting the Certificate of Participation and applying for the continuation of the pension insurance relationship
The contributing employee will present the original and copy of the Certificate of Participation to the social insurance organization in the new place of employment and fill in the Application Form for Transfer and Continuation of the Basic Pension Insurance Relationship, and if he meets the conditions for transferring into the organization, the social insurance organization in the new place of employment will issue a Letter of Contact for Transferring and Continuing of the Basic Pension Insurance Relationship to the former social insurance organization. The social security agency of the new place of employment shall issue a "Letter of Contact" to the former social security agency.
Three: Handling fund transfer procedures
After receiving the Letter of Contact, the former social security agency will check the relevant information to generate the Basic Pension Insurance Relationship Transfer and Continuation Information Sheet and handle the fund transfer procedures, which will be transmitted to the social security agency in the new place of employment.
Fourth: Handling Insurance Procedures
The social security agency in the new place of employment will check the Information Sheet and the amount of transferred fund within 15 working days after receiving the Information Sheet and the transferred fund, and credit the transferred fund amount to the integrated fund and the personal account of the insured person according to the regulations, and notify the employing organization or the insured person to bring the following materials to confirm the transfer of the insurance relationship:
1. The Employee's Pension Insurance Handbook,
2. The Personnel File of the contributing employee, if the employee's participation in the work time, deemed contribution years and other relevant information needs to be recognized,
3. Other relevant materials as stipulated in the policy.
Social Insurance Law
Article 19: If an individual is employed across a coordinated area, his basic pension insurance relationship is transferred with him, and his years of contribution are cumulative. When an individual reaches the legal retirement age, the basic pension is calculated in segments and paid uniformly. The specific measures shall be prescribed by the State Council.
Article 32 If an individual is employed across the integrated region, his basic medical insurance relationship shall be transferred with him, and the years of contribution shall be cumulative.
Article 52 If an employee is employed across the integrated areas, his unemployment insurance relationship shall be transferred with him, and the years of contribution shall be cumulative.
