Notice on 20 15 Adjustment of Basic Pension for Enterprise Retirees

Municipal (state) Human Resources and Social Security Bureau and Finance Bureau:

According to the provisions of Ministry of Human Resources and Social Security and the Ministry of Finance, with the consent of the provincial government, we hereby make a notice on the adjustment of the basic pension for enterprise retirees in our province for 20 15 years as follows, please follow it.

The first is to adjust the object and time of basic pension payment.

The basic pension for enterprise retirees in 20 15 years is adjusted to retirees who have gone through retirement (resignation) approval procedures before 2014123. Meet the above conditions, except for enterprise retirees who died or terminated their pension insurance relationship before 20 14 12 3 1. The increase of the basic pension will be implemented from 20 15 1.

Two, adjust the basic pension standards and methods.

(A) quota adjustment method

Increase per person per month 120 yuan.

(2) Linkage adjustment measures

If the payment period exceeds 15 years (excluding 15 years), the 7 yuan will be increased every year for the period exceeding (less than one year is counted as one year).

(3) Appropriate tilting method

Enterprise retirees in the following circumstances, the first implementation of quota adjustment and linked adjustment methods, and then according to the following standards and methods to increase the basic pension, and in line with the following two categories and above conditions, can be repeated cumulative enjoyment:

1. Senior enterprise retirees

(1) The old workers who took part in revolutionary work before the founding of the People's Republic of China will receive a monthly increase in 80 yuan.

(2) After the establishment of People's Republic of China (PRC), the number of people who participated in the revolutionary work until1953+65438+February 3 1 increased 30 yuan every month.

(3) The former individual industrialists and businessmen increase 30 yuan every month.

(4) For people aged 70 or above, increase the 40 yuan every month.

2. New retirees in hard and remote areas

(5) In 2065438+04, new retirees were added in the hard and remote areas of our province, and pensions were paid appropriately. Among them, the number of people in the first and second types of hard and remote areas increased by 40 yuan every month; Three or four types of hard and remote areas, the monthly increase of 50 yuan; Five or six kinds of hard and remote areas, the monthly increase of 60 yuan. The scope and categories of hard and remote areas shall be implemented according to the documents issued by People's Republic of China (PRC) Ministry [2006]6 1 and Chuanrenfa [2007]8. Those who enjoyed it in the previous transfer will not enjoy it again.

3. Enterprise retired demobilized military cadres

(6) For retired demobilized cadres of enterprises with low basic pensions, we will continue to tilt according to Document No.29 [2003] of the Central Office to ensure that their basic pensions are not lower than the average level of enterprise retirees in the province.

(4) The basic pension for enterprise retirees is increased this time, and the deadline for calculating the age of enterprise retirees is 20 14 12 3 1.

Three, adjust the basic pension financing channels

(a) the funds needed to adjust the basic old-age pension, in addition to the central and local financial subsidies, are mainly paid from the basic old-age insurance fund for enterprise employees and included in the expenditure budget of 20 15 basic old-age insurance fund. All localities should further strengthen the unified management of basic old-age insurance funds within the city (state) in accordance with the requirements of provincial-level overall planning of basic old-age insurance. Governments at all levels should further adjust the structure of fiscal expenditure, increase subsidies to pension funds, and make overall arrangements for funds to ensure that the increased basic pensions are paid in full and on time. Human resources and social security departments at all levels and social insurance agencies should further strengthen the expansion, collection and settlement of basic old-age insurance.

(two) enterprise retirees who did not participate in the social pooling of the basic old-age insurance for enterprise employees, the funds needed to adjust the basic pension shall be solved according to the original channels.

(III) The funds needed for retirees of key forest industry enterprises directly managed by the Provincial Social Insurance Bureau to adjust the basic old-age pension shall be uniformly allocated from the basic old-age insurance fund by the Provincial Social Insurance Bureau.

Four, adjust other relevant provisions of the basic pension.

(1) According to the relevant regulations of Ministry of Human Resources and Social Security, the basic pension increased by enterprise retirees shall be paid from the personal account balance and social pooling fund respectively according to the proportion of personal account pension and basic pension when retirees retire.

(2) If the enterprise retirees are still serving their sentences, compulsory detoxification, being sentenced to public surveillance, being sentenced to probation, being temporarily executed outside prison or being released on parole as of 15/month, the basic pension will not be increased. The basic pension will not be increased temporarily for those who are wanted for suspected crimes or detained without conviction.

(III) The scope of enterprise retirees and demobilized military cadres who participated in revolutionary work before the founding of the People's Republic of China shall be determined according to the provisions of the Notice of the Sichuan Provincial Department of Labor and Social Security on Relevant Issues Concerning the Adjustment of the Basic Pension for Enterprise Retirees in 2002 (No.87 [2002] of the Sichuan Provincial Department of Labor and Social Security).

(4) The payment period and age of retirees shall be subject to the data confirmed by the human resources and social security department and the social insurance agency for the record. The payment period shall be regarded as the continuous length of service (excluding the converted length of service) calculated by the employees themselves in accordance with national and provincial regulations, and the age shall be determined according to the actual age.

Five, do a good job in the adjustment of the basic pension.

(A) the adjustment of the basic pension for enterprise retirees reflects the concern of the CPC Central Committee and the State Council for the majority of enterprise retirees. Under the leadership of the local Party committee and government, human resources and social security departments, financial departments and social insurance agencies at all levels should attach great importance to it, concentrate their efforts and fulfill their responsibilities. On the basis of ensuring that the basic pension is paid in full and on time, they should promptly organize its implementation, ensure that the increased basic pension will be paid to enterprise retirees before the end of 20 15, and implement the care of the party and government to every retiree.

(two) the examination and approval of enterprise retirees to adjust the basic pension shall be handled by social insurance agencies at all levels.

(three) after the issuance of this notice, the municipal (state) human resources and social security departments and social security agencies should report the work progress to the Provincial Department of Human Resources and Social Security and the Provincial Social Security Bureau in a timely manner according to the work scheduling requirements. Before May 18, the Municipal Human Resources and Social Security Bureau and the Finance Bureau will complete the adjustment of the basic pension for enterprise retirees, including the increase in the number of people, the average increase level, the amount of funds and the settlement of funds channels in cities (prefectures) and counties (cities, districts, including pilot counties and cities for power expansion), and report them to the Provincial Department of Human Resources and Social Security and the Provincial Department of Finance.

(four) in the process of adjusting the basic old-age pension, all localities must strictly implement the relevant policies of the basic old-age insurance, and other personnel who do not belong to the scope of the basic old-age insurance shall not be included in the payment scope of the basic old-age insurance fund. The Provincial Department of Human Resources and Social Security and the Provincial Department of Finance will supervise and inspect this.
