The first joint settlement center for social insurance payment disputes in Guangxi was established in Changzhou Town, Changzhou District, Wuzhou City. This is a new service measure launched by Guangxi Taxation Bureau under the leadership and support of the local Party committee and government, in order to solve the difficulties, pain points and blocking points of taxpayers in theme education and guide the grassroots to carry out innovative service work.

Focusing on the requirements of theme education, the Party Committee of Guangxi Taxation Bureau made great efforts to investigate and study the tax system in the whole region, adhered to the problem orientation, identified the problems that taxpayers and payers urgently needed to solve, and put forward targeted solutions to ensure the effectiveness of theme education. The investigation organized by Guangxi Taxation Bureau in Wuzhou City found that with the urbanization of rural construction, the aging of population structure and the diversification of employment methods, social insurance payment services have encountered more and more complex problems, unpopular problems and controversial issues. For these problems, it is difficult for the tax authorities to solve them independently, and it is often necessary to repeatedly dock with the people's social security and medical insurance departments. The whole process is not only time-consuming and inefficient, but also faces various uncontrollable factors. Once the problem is solved in time, it is not in place.

In order to solve the above problems on the spot, Guangxi Taxation Bureau guided and established the "Joint Settlement Center for Social Insurance Payment Disputes" in Changzhou Town, Changzhou District, Wuzhou City. The center is managed by taxation, human society, medical insurance and other departments, aiming at deepening communication and cooperation, establishing a working mechanism of information sharing, synchronous response and collaborative service, uniformly accepting, centrally handling and informing the labor disputes involved in the collection and disposal of social insurance premiums, so as to ensure that taxpayers can "solve related disputes and demands" in one stop by entering "one door".

On the afternoon of the establishment of the "Joint Disposal Center for Social Insurance Payment Disputes", the first social insurance payment dispute was accepted and handled, which was a complaint of employees of a logistics company in Wuzhou against the company's payment dispute. In order to resolve disputes and contradictions in time, the central tax staff did a good job of appeasing and explaining the payers, eliminating the misunderstanding of the taxpayers about the tax department's collection and management, and at the same time verified the arrears with the people's society and the medical insurance department, and found that the company should pay nearly 200,000 yuan last year. The tax department immediately issued the Notice of Payment of Social Insurance Premium within a Time Limit, and delivered it to the legal person and financial person in charge of the logistics company on the same day, explaining the specific policy and the responsibility for not paying the fee according to law. The company said that due to poor management and difficult capital turnover, it was unable to pay social security in time, but part of the company's business was carried out smoothly and it could still survive, and promised to pay the social insurance premiums of all insured persons in full by the end of June 2023 at the latest.
