The second is the need to standardize school-running behavior. Take Zhejiang as an example. At present, there are some problems in some schools in Zhejiang Province, such as over-scale, over-class enrollment, and irregular student status management, which obviously violates the relevant policies and regulations of the higher education administrative departments. The Opinions will help to further standardize the school-running behavior, better maintain the normal teaching order of the school, and guarantee the students' right to fair education by clarifying the admission conditions of the children of foreign builders and standardizing the enrollment procedures and processes.
