Can employees participate in social security only after they become regular employees?

Employees don't need to be regular employees to participate in social security. The probation period also belongs to labor relations, and enterprises and units also need to participate in social security for employees.

"Five Risks" is a national law. As long as there is a labor relationship between employers and workers, they must pay social security to meet the local minimum living standard. Employees on probation also belong to labor relations, so they should also pay social security according to regulations. Therefore, employees can also participate in social security before they become full members.

It is illegal for enterprises not to participate in social security for employees before they become regular employees. Since the date of employment, the unit has established a labor relationship with the employer. According to the first paragraph of Article 58 of the Social Insurance Law, the employer shall register social insurance for employees within 30 days from the date of employment.

If the social insurance has not been registered, the social insurance agency shall verify the social insurance premium it should pay. Therefore, before the probation period turns positive, the unit must also pay social security for employees.
