Can special medical insurance be reimbursed?

Legal analysis: special outpatient service is not a service item within the scope of basic medical insurance payment, so the medical insurance fund for special outpatient service will not be reimbursed.

Legal basis: Article 3 of the Notice on Printing and Distributing the Management Opinions on the Basic Medical Insurance for Urban Employees, the Scope of Medical Service Facilities and the Payment Standard stipulates: "The Ministry of Labor and Social Security is responsible for organizing the formulation of the scope of the national basic medical insurance diagnosis and treatment projects, and the scope of the basic medical insurance diagnosis and treatment projects that do not pay fees and the scope of the basic medical insurance to pay part of the expenses are stipulated by the exclusion method respectively." In the annex of this document, the scope of medical treatment items that are not paid by the basic medical insurance is defined by the exclusion method, such as "special medical services such as visiting fees, urgent fees for examination and treatment, additional fees for roll-call surgery, high quality and good price fees, and self-invited special care". Therefore, medical insurance for special outpatient expenses cannot be reimbursed.
