Working Duties of the Bureau of Social Security

(a) To formulate human resources and social security development plans and policies, draft human resources and social security laws and regulations draft, formulate departmental regulations, and organize the implementation and supervision and inspection.

(2) To formulate human resources market development plans and human resources mobility policies, to establish a unified and standardized human resources market, and to promote the rational mobility and effective allocation of human resources.

(3) Responsible for promoting employment, formulating employment development plans and policies that integrate urban and rural areas, improving the public **** employment service system, formulating an employment assistance system, improving the vocational qualification system, coordinating the establishment of a vocational training system for both urban and rural workers, taking the lead in formulating policies for the employment of college graduates, and formulating policies on the cultivation of and incentives for highly-skilled personnel and rural practical personnel in conjunction with the relevant departments.

(4) Coordinating the establishment of a social security system covering both urban and rural areas. It co-ordinates the formulation of policies and standards for urban and rural social insurance and its supplementary insurance, organizes the formulation of nationally unified methods for the transfer of social insurance relations and the national co-ordination of basic pensions, and co-ordinates the formulation of policies on basic pension insurance for enterprises and public institutions and the gradual raising of the level of fund co-ordination. In conjunction with the relevant departments, it formulates a system for the management and supervision of social insurance and its supplementary insurance funds, prepares the draft budget of the national social insurance fund, and participates in the formulation of policies for the investment of the national social security fund.

(5) To be responsible for forecasting and early warning of employment, unemployment and the social insurance fund, as well as information guidance; to formulate response plans; to implement prevention, regulation and control; and to maintain the stability of the employment situation and the overall balance of income and expenditure of the social insurance fund.
