Function Allocation of Human Resources and Social Security Department in Inner Mongolia Autonomous Region

(a) the implementation of national human resources and social security development plans and policies; Organizing the drafting of local laws and regulations on human resources and social security; Formulate relevant policies and measures and organize their implementation, supervision and inspection.

(two) to formulate plans and policies for the development of human resources in the autonomous region, promote the implementation of the talent strategy, and improve the talent reserve system; Formulate and organize the implementation of regional human resources market development planning and human resources flow policy, establish a unified and standardized human resources market in the region, and promote the rational flow and effective allocation of human resources.

(three) to formulate the autonomous region's overall urban and rural employment development plans and policies, and improve the public employment service system; Organize the implementation of the employment assistance system, formulate relevant policies for the implementation of the vocational qualification system, and co-ordinate the establishment of a vocational training system for urban and rural workers; Take the lead in formulating employment policies for college graduates, and work with relevant departments to formulate policies for training, introducing, using, evaluating and encouraging all kinds of talents.

(four) to formulate and organize the implementation of social insurance and supplementary insurance policies and standards for urban and rural residents in the autonomous region; Coordinate the formulation of basic endowment insurance policies for government agencies and institutions; To formulate measures for the management and supervision of social insurance and its supplementary insurance funds jointly with relevant departments; Prepare the draft budget and final accounts of the social insurance fund in the whole region; Participate in the formulation of social security fund investment policies in the whole region.

(five) responsible for the region's employment, unemployment, social insurance fund forecast and information guidance; Formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to formulate the implementation opinions of the wage income distribution policy of the organs and institutions in the autonomous region, and promote the establishment of the normal wage growth and payment guarantee mechanism for the personnel of organs, enterprises and institutions; To formulate opinions on the implementation of welfare and retirement policies for personnel of organs, enterprises and institutions.

(VII) In conjunction with relevant departments, guide the personnel system reform of institutions in the autonomous region, formulate opinions on the implementation of staff management policies of institutions and organs, formulate policies on the management and continuing education of professional and technical personnel in the autonomous region, take the lead in deepening the reform of the professional title system, improve the postdoctoral management measures, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract experts and overseas students to work or settle in the region (back to the region).

(8) In conjunction with relevant departments, implement policies and plans for the resettlement of demobilized military cadres, be responsible for the education and training of demobilized military cadres, organize the formulation and implementation of policies and measures for the relief and stability of demobilized military cadres in some enterprises, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in administrative organs; Implement the relevant national personnel deployment policies and special personnel placement measures; Organize and implement the national honor system in conjunction with relevant departments, and formulate and organize the implementation of the autonomous region government reward system.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of farmers and herdsmen, promote the implementation of relevant policies for farmers and herdsmen, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of farmers and herdsmen.

(eleven) the overall implementation of labor and personnel dispute mediation and arbitration system and labor relations policy, improve the coordination mechanism of labor relations; Supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(twelve) to implement the national policy of introducing foreign talents and intelligence; Responsible for the introduction of foreign talents and intelligence in the whole region; To manage foreign experts working in the autonomous region, and to manage the training for going abroad in the whole region; Responsible for international exchanges and cooperation in human resources and social security in the autonomous region.

(thirteen) to undertake other tasks assigned by the government of the autonomous region.
