According to the Notice of Henan Provincial People's Government of Henan Provincial Committee of the Communist Party of China on Printing and Distributing the Implementation Opinions on the Institutional Reform of Henan Provincial People's Government (Yu Wen [2009]18), the Henan Provincial Department of Human Resources and Social Security was established as a department of the provincial government.

Main responsibilities:

(a) the implementation of national human resources and social security laws, regulations and policies; To formulate the development plans and policies of human resources and social security in the whole province, draft local laws and regulations on human resources and social security in the whole province, and organize their implementation, supervision and inspection.

(two) to formulate the province's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(3) To be responsible for promoting employment in the whole province, drawing up plans and policies for the development of urban and rural employment in the whole province, improving the public employment service system and public entrepreneurship service system, establishing and improving the employment assistance system, improving the vocational qualification system, establishing a vocational training system for urban and rural workers as a whole, taking the lead in formulating employment policies for college graduates, and formulating training incentive policies for high-skilled talents and rural practical talents jointly with relevant departments.

(four) to co-ordinate the establishment of a social security system covering urban and rural areas in the province. Coordinate the formulation of policies and standards for urban and rural social insurance and supplementary insurance in the province, organize the formulation of unified measures for the renewal of social insurance relations in the province, coordinate the formulation of basic old-age insurance policies for enterprises and institutions in the province, formulate the management and supervision system for social insurance and supplementary insurance funds in the province jointly with relevant departments, and prepare the draft budget and final accounts of social insurance funds in the province.

(five) responsible for the province's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention, regulation and control, formulate policies related to the protection of workers' resettlement rights and interests in the province's economic restructuring, and maintain the stability of the province's employment situation and the overall balance of social insurance funds.

(six) in conjunction with the relevant departments to develop the province's government agencies and institutions personnel wage income distribution policy, establish the province's government agencies and institutions personnel wage normal growth and payment guarantee mechanism, formulate the province's government agencies and institutions personnel welfare and retirement policies.

(VII) To guide the personnel system reform of institutions in the province jointly with relevant departments, formulate personnel management policies of institutions, participate in personnel management, formulate policies on professional and technical personnel management and continuing education in the province, be responsible for the reform of professional title system in the province, improve the postdoctoral management system, be responsible for the selection and training of high-level professional and technical personnel in the province, and formulate policies to attract experts and overseas students to work or settle in Henan.

(8) jointly with relevant departments, formulate policies and plans for the resettlement of demobilized military cadres in the province, be responsible for the education and training of demobilized military cadres in the province, organize the formulation of policies for some enterprises to solve difficulties and stabilize demobilized military cadres, and be responsible for the management and services of demobilized military cadres who choose their own jobs.

(nine) responsible for the comprehensive management of civil servants in the administrative organs of the province, formulate relevant personnel deployment policies and special personnel placement policies, organize the implementation of the national honor system in conjunction with relevant departments, and formulate the government reward system.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in the province, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(11) Make overall plans for the formulation of the province's labor and personnel dispute mediation and arbitration system and labor relations policies, improve the coordination mechanism of labor relations, formulate implementation rules and supervise the implementation according to the national special labor protection policies, organize the implementation of labor security supervision, coordinate workers' rights protection work, and investigate and deal with major cases according to law.

(twelve) responsible for the introduction of foreign intelligence in the province, organize the implementation of foreign talent introduction and overseas (border) training programs, and be responsible for the international exchanges and cooperation in the field of human resources and social security in our province.

(thirteen) to undertake other tasks assigned by the provincial government.
