What do you mean by "enjoying social security benefits for urban residents"?

Can be insured, only beneficial and not harmful.

Old-age insurance, old-age security for life after retirement, and basic life without worry; Medical insurance, you can enjoy basic medical insurance for life after joining the insurance; Unemployment insurance, if you are unemployed because of your own will, you can get unemployment benefits; Work-related injury insurance, if you encounter work-related injuries, you can get work-related injury subsidies; Maternity insurance can reimburse family planning. Individuals with old-age care, medical care and unemployment pay in proportion, and individuals with work-related injuries and childbirth do not need to pay. I don't agree with someone upstairs who said, "Pay according to your monthly fee." If so, why do you want to engage in social security? You can save some money every month and use it when you retire. But this is not the case. Bank deposits are fixed, and it is impossible to give you an extra penny with interest and principal. If you run out of money, it's gone. Social security is not. Personal monthly payment is only a small head, and unit payment is the big head. In the future, the social security fund may give you a bigger retirement fee. Because the payment of pension is not entirely based on how many years you have paid, but mainly based on the average social salary in the year before you retire, and the water rises. Moreover, the state will constantly adjust and improve the pension level according to the social and economic situation at that time (in recent years, the pension for retirees has been continuously improved, increasing by about 10% every year, which is impossible for bank deposits). Therefore, as long as retirees have a normal life span, the social security pension they receive will generally exceed (or even greatly exceed) the money they pay.

Social endowment insurance for urban residents is an endowment insurance system covering non-employees with urban household registration. This system, together with the urban workers' endowment insurance system and the new rural social endowment insurance system, constitutes the social endowment insurance system in China. Urban residence insurance has two outstanding characteristics: first, the source of funds for urban residence insurance is not only individual contributions, but also government subsidies for the insured. The more individual contributions, the more government subsidies, and all individual contributions and government subsidies are included in the insured's personal account. Second, the pension of urban residential insurance consists of two parts: personal account pension and basic pension. The level of personal account pension is determined by the amount of account storage, that is, the total amount of individual contributions and government subsidies; The basic pension is paid in full by the government.

On February 24th, 20 14, Ministry of Human Resources and Social Security and the Ministry of Finance issued the Interim Measures for the Connection of Urban and Rural Endowment Insurance System, which will be implemented on July 20th 1 4. For the first time, it is clear that urban and rural residents' endowment insurance and urban workers' endowment insurance can be transferred, but it should be carried out after the insured reaches the legal retirement age. Guiding Opinions of the State Council on Piloting Social Endowment Insurance for Urban Residents

Guo Fa [20 1 1]No. 18

People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:

According to the spirit of the 17th National Congress of the Communist Party of China, the Outline of the Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Social Insurance Law of People's Republic of China (PRC), the State Council decided to carry out the urban residents' social endowment insurance (hereinafter referred to as urban residents' endowment insurance) on a pilot basis from 201/kloc-0. The following guiding opinions are put forward on the pilot work:

1. Basic principles

Old-age insurance for urban residents should hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory and Theory of Three Represents as the guidance, thoroughly implement Scientific Outlook on Development, and gradually solve the problem of old-age security for urban residents without old-age security in accordance with the requirements of accelerating the establishment of a social security system covering urban and rural residents. The basic principle of the urban residents' old-age insurance pilot is "basic, wide coverage, flexible and sustainable". First, starting from the actual situation of urban residents, starting at a low level, the financing standards and treatment standards should be adapted to economic development and the affordability of all aspects; Second, individuals (families) and the government share responsibilities reasonably, and their rights and obligations correspond; Third, the combination of government leadership and residents' wishes will guide urban residents to participate in insurance; Fourth, the central government determines the basic principles and main policies, local governments formulate specific measures, and urban residents' old-age insurance implements territorial management.

2. Mission objectives

Establish an old-age insurance system for urban residents that combines individual contributions with government subsidies, social pooling and individual accounts, and match it with other social security policies such as family pension, social assistance and social welfare to ensure the basic livelihood of urban residents in their later years. The pilot work was started on July 1 1, and the scope of implementation is basically the same as that of the new rural social endowment insurance (hereinafter referred to as the new rural social endowment insurance). In 20 12 years, the old-age insurance system for urban residents was basically covered.

3. Insurance coverage

Non-employed urban residents who have reached the age of 16 (excluding students at school) and do not meet the conditions for participating in the basic old-age insurance for employees may voluntarily participate in the old-age insurance for urban residents at their domicile.

4. Financing

The endowment insurance fund for urban residents is mainly composed of individual contributions and government subsidies.

(1) individual payment. Urban residents who participate in the old-age insurance for urban residents shall pay the old-age insurance premium in accordance with the regulations. The payment standard is set at 100 yuan per year, 200 yuan, 300 yuan, 400 yuan, 500 yuan, 600 yuan, 700 yuan, 800 yuan, 900 yuan, 100 yuan and 10 grades, and local people's governments can add payment grades according to actual conditions. Insured people choose their own grades to pay, and pay more. According to the economic development and the growth of per capita disposable income of urban residents, the state adjusts the payment grade in a timely manner.

(2) government subsidies. The government pays the basic pension for urban residents in full to the insured who meet the conditions for receiving treatment. Among them, the central government gives full subsidies to the central and western regions and 50% subsidies to the eastern regions in accordance with the basic pension standards set by the central government.

The local people's government subsidizes the payment of the insured, and the subsidy standard is not less than 30 yuan per person per year; Appropriate encouragement may be given to those who choose higher-grade standard payment, and the specific standards and measures shall be determined by the people's governments of all provinces (autonomous regions and municipalities). The local people's government will pay part or all of the minimum standard old-age insurance premium for severely disabled people in cities and towns.

(three) to encourage other economic organizations, social organizations and individuals to provide financial support for the insured.

5. Establish a personal account

The state establishes an individual endowment insurance account for each insured person, which is recorded for life. Individual contributions, subsidies from local people's governments to the insured and contributions from other sources are all credited to individual accounts. The amount stored in individual accounts shall bear interest every year with reference to the one-year RMB deposit rate of financial institutions published by the People's Bank of China.

6. Pension benefits

Pension treatment consists of basic pension and personal account pension, which is paid for life.

The basic pension standard set by the central government is 55 yuan per person per month. Local people's governments may raise the basic pension standard according to the actual situation, and for urban residents who have paid for a long time, they may appropriately increase the basic pension, and part of the increased and increased funds shall be paid by local people's governments.

The monthly calculation and payment standard of personal account pension is the amount stored in personal account divided by 139 (the same as the calculation and payment coefficient of personal account pension in the current basic old-age insurance for employees and the new rural insurance). When the insured person dies, in addition to government subsidies, the balance of personal account funds can be inherited according to law; The balance of government subsidies is used to continue to pay the pensions of other insured persons.

7. Conditions for receiving a pension

Urban residents who have participated in the endowment insurance for urban residents can receive a monthly pension at the age of 60.

When the old-age insurance system for urban residents was implemented, they were over 60 years old and did not enjoy the basic old-age insurance benefits for employees and other old-age benefits stipulated by the state. They can receive a basic pension on a monthly basis without paying fees; If the age is less than 15, the annual payment is allowed, and the accumulated payment shall not exceed15; If the age is above 15, the fee shall be paid annually, and the accumulated fee shall not be less than 15.

It is necessary to guide urban residents to actively participate in the insurance payment, and pay more for it; Guide the children of urban residents receiving pension insurance benefits to pay insurance premiums according to regulations. The specific measures shall be formulated by the people's governments of all provinces (autonomous regions and municipalities).

8. Treatment adjustment

According to the economic development and price changes, the state adjusts the minimum standard of basic old-age pension for urban residents in a timely manner.

9. Fund management

Establish and improve the financial accounting system of the endowment insurance fund for urban residents. The endowment insurance fund for urban residents shall be included in the financial special account of social security fund, managed by two lines of revenue and expenditure, accounted for separately, and maintained and increased in accordance with relevant regulations. In the pilot stage, the endowment insurance fund for urban residents is temporarily managed by pilot counties (districts, cities and banners, hereinafter referred to as pilot counties). With the expansion and opening of the pilot, the management level is gradually improved; Where conditions permit, provincial management can also be directly implemented.

10. Fund supervision

The human resources and social security departments at all levels should earnestly perform the supervision duties of the endowment insurance fund for urban residents, formulate and improve the management rules and regulations of the endowment insurance for urban residents, standardize business processes, establish and improve the internal control system and fund audit system, monitor and regularly check the fund raising, transfer and distribution, and regularly disclose the information on the raising and payment of the endowment insurance fund for urban residents, so as to be open and transparent and strengthen social supervision. The financial, supervisory and auditing departments shall exercise supervision according to their respective responsibilities, and it is strictly forbidden to misappropriate funds to ensure the safety of funds. Social insurance agencies and neighborhood committees in the pilot areas publicize the eligibility of urban residents' treatment within the community every year and accept supervision by the masses.

1 1. Handling management services

In the pilot areas of urban residents' endowment insurance, it is necessary to carefully record the payment and treatment of urban residents, establish insurance files, and properly preserve them for a long time; Establish a national unified information management system for urban residents' old-age insurance, integrate it with the information management systems for employees' basic old-age insurance and new rural insurance, incorporate it into the construction of social security information management system ("Golden Insurance Project"), and share information resources with other citizens' information management systems; It is necessary to vigorously promote social security cards to facilitate the insured to pay by credit card, receive benefits and inquire about insurance information. In accordance with the principle of streamlining efficiency, the pilot areas should integrate existing social insurance management resources, establish and improve unified new rural insurance and urban residents' endowment insurance agencies, and strengthen capacity building. The endowment insurance funds for urban residents shall be included in the fiscal budget at the same level, and shall not be spent from the endowment insurance fund for urban residents.

12. Links to related systems

Where conditions permit, the old-age insurance for urban residents should be combined with the new rural insurance. Other places should also actively create conditions to combine the two systems. Measures for the connection between urban residents' old-age insurance and workers' basic old-age insurance and other old-age insurance systems shall be formulated by Ministry of Human Resources and Social Security in conjunction with the Ministry of Finance. We should do a good job in matching and connecting the old-age insurance system for urban residents with the minimum living guarantee for urban residents, social preferential treatment and other policy systems. The specific measures shall be studied and formulated by Ministry of Human Resources and Social Security and the Ministry of Finance jointly with relevant departments.
