According to the Notice of Puyang Municipal People's Government of Puyang Municipal Committee of the Communist Party of China on Printing and Distributing the Implementation Opinions on Institutional Reform of Puyang Municipal People's Government (Pu Wen [2009]173), Puyang Human Resources and Social Security Bureau was established as the working department of the municipal government.

2. Transfer the rural social endowment insurance responsibilities undertaken by the Civil Affairs Bureau to the Municipal Human Resources and Social Security Bureau.

3. Comprehensively coordinate the labor and wage policies of foreign-invested enterprises.
