Can I apply for Shenzhen license plate lottery without social security?

Legal analysis: people with Shenzhen household registration have no social security requirements, and those who are not registered in this city need to hold a valid residence permit in our city, and have recently paid (excluding supplementary payment) basic medical insurance in this city for more than 24 months.

Legal basis: Article 15 of the Detailed Rules for the Administration of Incremental Regulation of Cars in Shenzhen City. Individuals who meet the following conditions at the same time may apply for incremental indicators of ordinary cars, hybrid cars or pure electric cars:

(a) the city's household registration, including the following circumstances:

1. Local registered personnel;

2. Non-local household registration personnel who hold a valid residence permit issued by our city and have recently paid (excluding overdue) basic medical insurance in this city for more than 24 months;

3. Servicemen of the troops stationed in Shenzhen (including the Armed Police Force);

4. Overseas Chinese, Hong Kong, Macao and Taiwan residents who hold valid identity documents, register for temporary accommodation of overseas personnel according to the provisions of the public security organs of this Municipality, and have lived in this Municipality for more than 9 months every year in the past 2 years, as well as foreigners who have applied for visas or residence permits in this Municipality for 2 consecutive years and have lived in this Municipality for more than 9 months every year.

(2) Holding a valid motor vehicle driver's license with a quasi-driving type of Class C or above.

(3) Cars that are not registered in this Municipality. However, the following circumstances are not regarded as owning a registered car in this city:

1. If a car registered normally in this city is stolen and robbed, according to the provisions of these Detailed Rules, the owner of the motor vehicle is disqualified from applying for other indicators of the car.

2. The motor vehicle registered in this city under my name was marked as "reaching the scrapping standard" by the vehicle registration management system of the traffic police department of the public security before 20171,or the number plate that reached the scrapping standard was invalid.

(4) Names that do not hold valid indicators or are not qualified to apply for updating indicators;

(5) There is no failure in the incremental index of ordinary cars obtained by lottery within two years.
