As long as they have established a labor relationship with the employer, have a rural hukou and enjoy the right to contracted management of rural land, they are all within the coverage of this insurance. It is understood that the insured migrant workers only need to pay 4% of their wages every month, and the unit can pay 12% to establish a personal account for migrant workers' endowment insurance. 65438+ 02% of the total payment is included in the individual account of migrant workers, and 2% is included in the social endowment insurance. Insured migrant workers use their ID cards to register with their real names, and their ID numbers are their social security numbers. Wherever migrant workers go, personal accounts can flow and connect locally. The trial measures also stipulate that migrant workers can enjoy the basic old-age insurance benefits for urban enterprise employees in proportion when they reach the retirement age of 60 for men and 55 for women. Those who return to the countryside to settle down can be transferred to the personal account of rural endowment insurance.

According to the person in charge of the Labor and Social Security Department of Hunan Province, in 2009, all the three cities of Changsha, Zhuzhou and Xiangtan will be initially considered for pilot projects, and other cities and States will choose 1 county for pilot projects, which may reach about 40% of the province's population.

According to the spirit of the Notice of Ministry of Human Resources and Social Security and the Ministry of Finance on Adjusting the Basic Pension for Enterprise Retirees in 2009 (Ministry of Human Resources and Social Security Fa [2008] 102), with the consent of the provincial people's government and the approval of Ministry of Human Resources and Social Security and the Ministry of Finance, it is decided to start from 1 in 2009 and end at 1 in February 2008. The relevant matters are hereby notified as follows:

First, adjust the time and scope.

From June 65438+1 October1,2009, the basic pension will be adjusted and increased for retirees (including retired employees) who have gone through retirement procedures according to regulations before June 65438+February 3 1, 2008 and participated in the social pooling of basic old-age insurance for enterprise employees.

Second, adjust the standards.

1, 65438+February 3, 20081,retirees who have gone through retirement formalities according to regulations will receive a monthly increase in the basic pension 50 yuan. Then, according to the payment period of retirees themselves (including deemed payment period, excluding the converted length of service), the basic pension of 2 yuan will be increased every month after 1 year (if it is less than 1 year, it will be 1 year).

2. On the basis of 1 general adjustment, the retirees who worked before the end of 1953 will receive a monthly increase in 40 yuan.

3. On the basis of 1 general adjustment, the former industrial and commercial personnel will increase 40 yuan per person per month.

4. On the basis of 1 general adjustment, the basic pension 40 yuan will be increased every month for retirees who have obtained senior titles (including senior political engineers and technicians).

People who meet conditions 2, 3 and 4 at the same time cannot enjoy it repeatedly.

5. For retirees over 75 years old (including 75 years old) to under 80 years old, the basic pension will be increased per person per month 10 yuan; For retirees over 80 years old (including 80 years old), the basic pension 20 yuan will be increased per person per month.

6. For retirees who receive basic pensions in hard and remote areas (Sangzhi County, Jianghua Yao Autonomous County, Chengbu Miao Autonomous County, Mayang Miao Autonomous County, xinhuang dong autonomous county, Tongdao Dong Autonomous County, Jishou City, luxi county, Fenghuang County, Huayuan County, Baojing County, Guzhang County, Yongshun County and Longshan County), the basic pension will be increased per person per month 10 yuan.

7. Retired cadres of enterprises with low basic pensions will continue to be inclined according to the provisions of No.29 [2003] of the Central Office of the Communist Party of China, that is, earnestly implement the poverty alleviation standards stipulated in document No.29 [2008]1/KLOC-0.

Third, the source of funds.

Retirees who participate in the social pooling of the basic old-age insurance for enterprise employees and pay the basic pension from the pooling fund shall pay the increased basic pension from the pooling fund of the basic old-age insurance. In accordance with the principle of territorial management, the municipal (state) and county (city, district) governments are responsible for raising the funds needed for pooling funds, and the state and provincial finance give appropriate subsidies. If enterprise retirees adjust the basic pension and participate in the social pooling of the basic old-age insurance for enterprise employees, according to their jurisdiction and the principle of hierarchical management, the social insurance agency in the pooling area will issue the Checklist for Adjusting the Basic Pension for Enterprise Retirees in 2009 (attached table 1) and report it to the enterprise or community where the retirees are located for approval and adjustment (attached table 2).

2, to participate in the social pooling of enterprise employees' basic old-age insurance institutions retirees, also adjust the basic pension according to the provisions of this notice.

3, enterprise retirees to increase the basic pension, all localities should pay close attention to before 1 15.
