A few days ago, the Beijing Municipal Bureau of Human Resources and Social Security issued the Notice on Issues Related to Extending the Payment of Social Insurance Fees by Insured Persons. It is clear in the notice that from next year, foreign household registration personnel who have paid the basic old-age insurance premium in Beijing for over 10 years, but all of them have paid less than 15 years, can apply for an extension of payment and then go through retirement procedures. This means that the retirement restrictions for insured persons in different places in Beijing have been further relaxed.

It is understood that from July 20 1 1 day to July 1 day, non-local residents are allowed to go through retirement procedures in Beijing on the premise of meeting the corresponding conditions. Two conditions need to be met: first, the actual payment period of foreigners who have participated in basic old-age insurance in Beijing before the male reaches 50 years old and the female reaches 40 years old has reached 10 years; Second, when reaching retirement age, the accumulated years of paying basic old-age insurance in various places must reach at least 15 years. This means that Beijing's pensions have begun to open their arms to foreign household registration personnel. But at the same time, it is not difficult to see that the two-year limit will inevitably lead to a hollow zone: for those foreign household registration personnel who have paid 10 years in Beijing, but the whole payment period is less than 15, there is a dilemma, and they are faced with the necessary conditions that they cannot meet the payment period of 15 no matter where they retire.

In this regard, a few days ago, the Beijing Municipal Bureau of Human Resources and Social Security issued the Notice on Issues Related to Extending the Payment of Social Insurance Premium by Insured Persons, which made it clear for the first time that starting from next year 1, those who are dissatisfied with 15 can meet the necessary conditions for retirement by extending the payment of social insurance premium. Non-local insured persons should submit a written application for deferred payment in the month when they reach the statutory retirement age, and start to pay social insurance premiums in accordance with the regulations in the next month until they meet the conditions for receiving basic old-age insurance benefits on a monthly basis, that is, the payment period 15 years. After that, the social security office will handle retirement, enjoy basic old-age insurance benefits from the next month approved by the administrative department of human resources and social security, and implement socialized management.

To extend the payment of the basic old-age insurance premium and pay the basic old-age insurance premium on a monthly basis, and the insured persons in different places have not reached the payment period of the basic medical insurance (25 years for men and 20 years for women), they may voluntarily apply for a one-time payment of the basic medical insurance premium with the difference years.

For the insured who meet the conditions of Beijing's deferred payment, the notice emphasizes that if the unit continues to employ due to work needs, both parties should sign a written agreement to clarify the retention time and related matters, and report it to the municipal or district human resources and social security department for the record. After the record, the written agreement will be retained in the social security agency. During the retention period, both enterprises and employees shall continue to pay social insurance premiums according to Beijing regulations. After the unit is retained, if the payment period of basic old-age insurance and basic medical insurance is still lower than the prescribed period, the payment may be extended according to this notice.
