What are human resources and social security cards for?

Legal Analysis: Social Security Card, which is called "Social Security Card of the People's Republic of China", is an integrated circuit card (ic card) designed by Ministry of Human Resources and Social Security, distributed to the society by local human resources and social security departments, and applied to various business fields of human resources and social security. It has the characteristics of "one card for multiple purposes" and "universal".

Legal basis: Notice of Ministry of Human Resources and Social Security Municipality on Printing and Distributing the Administrative Measures of the People's Republic of China on Social Security Cards.

Article 1 These Measures are formulated to standardize the issuance, application and management of social security cards of the People's Republic of China (hereinafter referred to as social security cards), safeguard the legitimate rights and interests of cardholders, and improve the service level of human resources and social security management.

Article 4 Social security cards shall be constructed in accordance with the principle of "one card is multi-purpose and universal". The issuance of social security cards in all localities must comply with the requirements of safety, integrity and public welfare, adopt unified national standards and norms, and ensure their use throughout the country.

Article 5 Provincial human resources and social security departments or municipal human resources and social security departments may issue social security cards with the approval of Ministry of Human Resources and Social Security. No other institution or organization may issue social security cards.
