In the case of initial card production and replacement of card suppliers and products, test cards shall be produced through the official card production environment, and shall be formally produced and issued only after passing the standard compliance audit, security audit and inter-region universality test organized by the Leading Group Office of Informatization of the Ministry of Human Resources and Social Security.

The card-issuing region shall, in accordance with the principle of convenience to the cardholder, formulate a scientific and reasonable issuance process, and conveniently issue the social security card to the cardholder.
