The overall purpose of medical system reform is to emphasize the principle that all citizens in China are equal before the medical system and medical resources based on national strength, so as to serve social stability, * * * and prosperity.

Detailed rules and regulations

First, the state and medical reform

All legal citizens of China people, regardless of position, education or nationality, have no division of labor, such as agriculture, commerce, education, soldiers and public servants. There is no privilege or discrimination. Everyone is equal! In the medical reform policy, citizens can be temporarily divided into employment and unemployment according to their employment status.

The employed people here refer to all citizens with relatively fixed occupations, including all employees of state organs, institutions and enterprises, all employees working in private enterprises and all retirees.

In principle, the reimbursement of medical expenses for employees in the whole country shall be implemented according to the same proportion standard in the same region. This is the core of narrowing the gap, stabilizing people's hearts, embodying social equity, and making the medical reform plan recognized and supported by the overwhelming majority of the people. It is the cornerstone of the success or failure of medical reform!

The proportion of reimbursement for national medical expenses is subject to a floating system with an annual unit. If the national finance allows, it can be moderately increased; On the contrary, you can go down as appropriate. The reimbursement ratio is linked to the national strength, which avoids the fear of exhaustion of national strength and can ensure the long-term continuation of the medical reform plan!

All medical expenses of all employees and retirees of state organs, institutions and enterprises shall be paid by the state finance; All employees of private enterprises are paid in advance by the state finance and directly transferred to relevant private enterprises. Severely punish all acts of refusing to pay medical expenses for employees according to law!

Unemployed people, including unemployed people, unemployed people, and all those who have no fixed unit to reimburse medical expenses. This is a socially disadvantaged group. Unemployed people should also enjoy the care of the medical reform plan, and the proportion of their medical expenses reimbursement is announced by the state year by year according to the financial situation and paid by the government.

The medical reform plan will give preferential care to the following personnel:

Demobilized soldiers injured in combat, military training and on duty;

Pregnant women within the scope of family planning;

Newborns and students of all ages, including kindergartens, primary schools, middle schools, universities, graduate students and doctoral students;

All kinds of people who are disabled because of work or work; Patients with various occupational diseases; Disabled people; Persons with disabilities who serve public welfare undertakings; Be brave and have a disability;

Poverty-stricken people who have proved by relevant departments that they really have no ability to pay;

Other special groups that need care.

Second, hospitals.

National medical service should focus on public hospitals, supplemented by private hospitals.

Conditional provinces, cities, counties and towns should have enough public hospitals to meet the medical needs of the people.

The main leaders of public hospitals are appointed by the government and rotate their posts regularly.

The financial expenditure of public hospitals is provided by government finance; The income of public hospitals belongs to the national income and is managed and used by the government in a unified way.

It should be clear that public hospitals are service units, not nonprofit units. This is very important to fundamentally alleviate the increasingly intensified doctor-patient relationship and restore the national trust in hospitals and even the entire medical system!

The government strengthens the supervision and guidance of hospitals from the system.

Both the National People's Congress and the Chinese People's Political Consultative Conference sent people to supervise and guide the hospital.

All public hospitals at or above the county level and all large-scale private hospitals must set up hospital affairs committees, which are composed of hospital leaders, government representatives, NPC and CPPCC representatives at corresponding levels to participate in all major hospital decisions. Representatives of the government, the National People's Congress and the Chinese People's Political Consultative Conference will report the operation of the hospital to the corresponding departments in a timely manner, and announce it to the public and the media in a timely manner to make the hospital work open and transparent.

Representatives of the government, the National People's Congress and the CPPCC adopt a regular rotation system.

Third, medical workers.

Medical workers, especially frontline medical personnel, are the direct implementers of medical services.

The work of medical workers should be valued and respected by the whole society.

The salaries, bonuses and all welfare benefits of medical workers are paid by the state finance to ensure their income and avoid their worries.

The income of medical workers is completely decoupled from hospitalization fees, service fees and drug income.

Reward those who have made outstanding achievements in medical research and practice, and severely punish those who violate medical ethics.

Fourth, pharmaceutical enterprises and drugs.

Pharmaceutical enterprises are special enterprises related to the health of all citizens.

The state strengthens investment in state-owned pharmaceutical enterprises, which are an important source of national drug demand.

The government, the National People's Congress and the Chinese People's Political Consultative Conference (CPPCC) have strengthened the supervision and guidance of state-owned and private pharmaceutical enterprises with reference to the supervision measures of hospitals.

The same drug is implemented and the same price system is implemented throughout the country. This is the core issue of drug price reform; It is an important means to prevent drugs from being transformed and using drugs to make huge profits.

Homogeneous drugs refer to drugs with the same or basically similar chemical composition.

The same drug is allowed to have different trade names, but its chemical composition must be marked in a prominent position under the trade name, and the national unified price must be marked.

For compound preparations with the same or similar main components but different auxiliary drugs, the price must be strictly controlled, and it should not be used as a means to increase the price of drugs.

The price of all drugs must abide by the principle of "the production cost is ten legal profits approved by the price department" and implement the publicity system of drug price structure.

Reward enterprises and personnel who have made significant contributions to drug research and development; Severely punish the act of arbitrarily raising the price of drugs by any means. Anyone who makes inferior drugs or even counterfeit drugs is regarded as a serious crime and must be punished severely and quickly!

The medical reform plan is subject to many interests, and the difficulty of introducing it is self-evident!

In the second half of 2009, a central government decision related to medical reform, that is, medical service fees should rise and drug prices should fall, was repeated again. Drug prices are controlled by the market economy, and no one can decide whether to go up or down; However, the soaring price of medical services is real. If this is the case, it will be counterproductive! As for some special medical reform measures and local medical reform programs in some provinces and cities, many contents can be discussed and are still at the level of trying to explore!

A reasonable medical reform plan is difficult to come out. What is the crux of the problem ?
