The business process of social insurance consists of four parts: registration, contribution declaration, application for payment and daily operations. I. Registration Contributing units engaged in production and business shall apply for social insurance registration with the Social Security Center within 30 days from the date of receiving the business license, and non-production and business units within 30 days from the date of establishment. According to the Interim Measures for the Collection and Payment of Social Insurance Premiums in Hebei Province, since March 1, 2002, pension insurance and unemployment insurance premiums have been collected by the tax authorities. Contributing units should register for social insurance premium payment at the Local Taxation Bureau of the Development Zone within 3 days from the date of issuance of social insurance registration certificate. Contributing units shall report the Pension Insurance Premium Declaration Form and Unemployment Insurance Premium Declaration Form to the Social Security Center before the 3rd day of each month, and the contribution base shall not be less than 60% of the average monthly salary of the employees in the province in the previous year, and the maximum shall not be more than 300% of the average monthly salary of the employees in the province in the previous year. After the social security center has completed the audit, the contributing unit shall fulfill the payment procedures at the local tax in the development zone. The contribution base for medical insurance is the average monthly salary of the employee for the previous year, and the contributing unit shall report the "Employee's Contribution Base Approval Form" in the middle of March every year. If the salary income is higher than 300% of the city's average salary of the previous year, the contribution base shall be approved at 300%, and if it is lower than 60%, the contribution base shall be approved at 60%. Their reported monthly salary amount will be used as the only contribution base for the entire contribution year of the employee (from April of the current year to March of the following year) and will remain unchanged throughout the year. If there are any personnel changes in the contributing units, they must report the "Personnel Increase/Decrease Changes Table" and "Basic Medical Insurance Contribution Return" before the 5th day of each month; if there are no personnel increases or decreases in the contributing units, they do not have to report them. Unemployment Insurance: Unemployed persons shall, within 60 days from the date of termination or dissolution of the labor contract, apply for unemployment insurance at the social security center with their ID cards, proof of termination or dissolution of the labor contract, proof of registration as unemployed and proof of job-seeking; fill in the Registration Form for Unemployment Insurance Benefits, and the social security center will make an examination and determination of the eligibility of the applicant and notify the applicant to receive the unemployment insurance benefits, and make a written reply and inform him/her if he/she does not meet the eligibility requirements. Within three days of the hospitalization of the insured person, the patient's family members or entrusted by the patient's health insurance card to the social security center for the record. From the 15th to the 20th of each month, the insured person who is discharged from the hospital shall reimburse his/her medical expenses to the social security center with his/her medical insurance card, hospitalization diagnosis, and the receipt of the "Nomenclature of Hospitalization Medical Charges". Maternity insurance: All maternity expenses under the coordinated program are settled at the end of each quarter. The Social Security Center, upon receipt of the application form and all supporting documents, will complete the review and allocate the difference to the female worker's enterprise. The daily business of the social security center includes the transfer of pension and unemployment insurance relations, and one-time settlement of pension insurance. Pension and unemployment insurance are coordinated at the provincial level, and only the insurance relationship is transferred within the scope of coordination, not the funds. Medical insurance is regionally coordinated, and insured persons transferring out of the development zone only need to re-enroll in the place where they are moving into, and the account amount in the original IC card can continue to be used. When the pension insurance relationship is transferred, the social security agency of the transferring place shall issue the "Pension Insurance Relationship Transfer Order", the pension insurance card and the "Employee's Pension Insurance Handbook", all three of which are indispensable as the proof of the transfer and continuity of the pension insurance relationship. Before transferring out, the social security center shall review the pension insurance handbook, and the original unit shall report its contribution roster for the year. If an active employee moves within the province or to a foreign province, he/she should go to the social security center for the transfer of the unemployment insurance relationship, and the social security center will issue a certificate of the employee's participation in the insurance and the payment of contributions, and the employee will go to the unemployment insurance agency in the place where he/she moves in to continue his/her unemployment insurance relationship without transferring the funds with this certificate. If an unemployed person receives unemployment insurance benefits and moves within the province, the social security center will issue a certificate, and the unemployed person will go to the agency in the place where he/she moves in to continue his/her unemployment insurance relationship on the basis of this certificate and the Employee Unemployment Insurance Handbook, and receive unemployment insurance benefits according to the standard of the place where he/she moves in, and the funds do not need to be transferred. If an unemployed person moves across provinces, the social security center will issue a certificate and transfer the required funds, and the unemployed person will go to the agency in the place of moving to continue the unemployment insurance relationship with the certificate and the procedures of transferring funds. Pension insurance personal account settlement: Only in the following cases, the insured individual can apply for settlement of pension insurance: (a) the insured person is a rural household; (b) the insured person goes abroad for settlement; (c) the insured person dies on duty. Settlement criteria: rural households settle all of their individual accounts, while those who go abroad to settle or die in service only settle the individual contribution portion of their individual accounts. When applying for the one-time settlement procedure, the applicant's original unit shall fill in the "One-time Settlement Form" (four copies) and stamp it with the unit's official seal, attaching a copy of his or her agricultural household register (or ID card) or proof of settlement abroad or death certificate; the "Pension Insurance Handbook" as well as the individual contribution roster of the year. The social center will settle the bill within 10 days after receiving the above documents.5.
