Will the participating units be cancelled?

This round of institutional reform involves participating units, and there are two issues that need attention:

First, most of the reforms are only the transfer of functions, and will not involve the change of personnel status, and will not replace the career establishment with administrative establishment on a large scale. After the reform, according to the principle of "editing goes with things and people go with editing", personnel are adjusted and diverted with the transfer of functions. Diversion to public welfare institutions, keep the identity and treatment of participating in public services unchanged until retirement preparation verification. Even if you enter the administrative organ, you will not be changed into a civil servant if there is no special requirement. In most cases, you will continue to participate in public service until you retire.

Second, after the reform, the participating units were cancelled, and there was no such thing as taking part in public office. In this round of institutional reform, all localities have explicitly abolished administrative agencies, stripped off their administrative functions, or integrated them into other administrative agencies with similar functions. In the future, in addition to law enforcement agencies, no additional or separate administrative agencies will be established. When public institutions divest administrative functions, there is no basis for participating in public services. This means that the participating units in the future will be cancelled and withdrawn from the historical stage. Since no unit participates in public office, it is definitely impossible to participate in public office without the original public officials.
