What does social security in a file mean?

Social security is a social insurance system that guarantees citizens to get material help from the state and society in cases of old age, illness, work injury, unemployment and maternity, including basic old-age insurance, basic medical insurance, work injury insurance, unemployment insurance and maternity insurance.
