Can unemployment social security continue to be handed over to the streets to increase funds?

In order to standardize the management of the unemployed and protect their basic rights, all provinces, municipalities and autonomous regions have basically formulated the Regulations on the Administration of Unemployment Insurance or similar laws and regulations.

Such as "Beijing Unemployment Insurance Regulations":

Within 7 days from the date of termination or rescission of the labor (employment) or working relationship between the employer and the employee, the list of unemployed persons shall be reported to the social insurance agency in the area (county) where the household registration is located for the record, and within 20 days from the date of termination or rescission of the labor (employment) or working relationship. With the relevant materials for paying unemployment insurance benefits, the employee files will be transferred to the social insurance agency in the district (county) where the employee's household registration is located. The employing unit shall promptly issue a certificate for the unemployed to dissolve or terminate the labor (employment) or working relationship, and inform them in writing to enjoy the rights of unemployment insurance benefits in accordance with the regulations.

Unemployed persons shall, within 60 days from the date of termination or rescission of labor (employment) or working relationship, go through the unemployment registration formalities at the social insurance agency where the household registration is located with the certificate of termination or rescission of labor (employment) or working relationship issued by the employer and relevant certification materials, and meet the conditions for receiving unemployment insurance benefits. Unemployment insurance is calculated from the date of unemployment registration. As the street (township) social security agencies are the social security agencies in all districts and counties, the street (township) social security agencies and neighborhood committees are responsible for the daily affairs of the unemployed, such as unemployment registration, unemployment insurance benefits collection and employment training. Therefore, the social security relationship of the unemployed is required to land in the street where the household registration is located or where they live.

The time limit for the unemployed to receive unemployment insurance benefits is determined according to the accumulated payment time before unemployment:

The payment of unemployment insurance is approved by the street social security, and the district and county social security institutions pay it monthly.

The examination and approval of unemployment medical insurance for the unemployed shall be verified by street social security and audited by district and county social security institutions.

Street social security and neighborhood committees are responsible for the issuance, examination and annual examination of unemployment cards for unemployed people, and register them for the record.

Employment training and employment recommendation for the unemployed shall be the responsibility of the district and county social security and neighborhood committees and registered for the record.

Unemployment files need to be transferred back and kept by the talent center (or social security) of the household registration area.

The payment of insurance benefits is verified by street social security, and the district and county social security agencies issue them monthly. The payment of unemployment insurance is approved by the street social security, and the district and county social security institutions pay it monthly.

Other matters, such as the minimum living allowance and assistance to the unemployed, have street losers. Therefore, it is a basic requirement to regulate and improve the management of unemployed people to transfer all kinds of relationships of unemployed people, including social security, back to the streets.
