Disabled Persons' Federation buys social security for severely disabled people.

Unemployed persons with disabilities who have completely lost their ability to work, can't get economic income through labor, can't take care of themselves, and rely on relatives or family members to take care of them, can apply for living difficulties subsidies for severely disabled unemployed people. From April 13 to April 1 day, the living allowance for severely disabled unemployed people in cities and towns was adjusted to 832 yuan per person per month. According to HU Min Jiu Fa [2009] No.6 1, since April12009, the subsidy standard for severely disabled and unemployed people in cities and towns is 30 yuan per person per month.

Medical insurance: Since July 1 2007, the "community medical card" will no longer be issued to the newly-added severely disabled and unprotected personnel. The outpatient and emergency medical expenses incurred by the severely disabled and unprotected personnel in designated medical institutions shall be reimbursed to the nearest medical insurance service point by the original of the "Certificate of Medical Security for the Severely Disabled" issued by the medical insurance agency, my ID card, outpatient and emergency medical expenses receipt, and the reimbursement ratio is 50%. The other 50% will be reimbursed by the street or town disabled persons' Federation with the reimbursement documents stamped with the special seal for cash settlement. In a natural year, the accumulated reimbursement amount shall not exceed 500 yuan (inclusive).

Establish a medical assistance system for severely disabled people in cities and towns. According to the standard of 200 yuan per person per year, raise funds to provide medical assistance to severely disabled people in cities and towns who still have special difficulties after enjoying basic medical security benefits and bearing high medical expenses. The specific implementation measures shall be formulated by the District and County Disabled Persons' Federation.
