Chaling County Human Resources and Social Security Bureau (hereinafter referred to as the County Human Resources and Social Security Bureau) is the working department of the county government, and it is a section.

County Human Resources and Social Security Bureau is responsible for implementing the principles, policies and decision-making arrangements of the CPC Central Committee on human resources and social security work, fully implementing the deployment requirements of the provincial party committee, municipal party committee and county party committee on human resources and social security work, and upholding and strengthening the centralized and unified leadership of the Party on human resources and social security work in the process of performing its duties. The main responsibilities are:

(a) to implement the laws, regulations and policies of the CPC Central Committee and the state, province and city on human resources and social security; To study and formulate the development plan and annual plan of human resources and social security in the county and organize their implementation.

(two) responsible for the development of the county's human resources market planning, human resources service industry development, human resources flow and other policies and organize their implementation, standardize the human resources market, and promote the rational flow and effective allocation of human resources.

(three) responsible for the county employment promotion and entrepreneurship guidance. Formulate the county's overall planning and policies for urban and rural employment development, establish a vocational skills training system for urban and rural workers, formulate and implement entrepreneurship training and incentive policies for all kinds of skilled talents and rural practical talents in conjunction with relevant departments, and improve the public employment and entrepreneurship service system; Responsible for formulating employment assistance measures and taking the lead in implementing the employment of college graduates; Responsible for organizing the poor labor force to carry out vocational skills training and entrepreneurship training, developing public welfare posts, organizing and implementing the transfer of employment of poor labor force, and expanding the employment of poor people.

(four) responsible for promoting the establishment of a multi-level social security system covering the urban and rural areas of the county; To undertake the safety supervision responsibility of social insurance and supplementary insurance funds such as pension, unemployment and work injury in the county; Be responsible for formulating the management and supervision system of social insurance and supplementary insurance funds such as pension, unemployment and work injury. Prepare the draft budget and final accounts of insurance funds, and participate in the formulation of investment policies of social security funds; Responsible for drafting and organizing the implementation of the county's unified pension, unemployment and industrial injury insurance relations, jointly with relevant departments to implement the national insurance plan, and establish a unified social insurance public service platform in the county; Responsible for the county's industrial injury identification and organization of labor ability appraisal; Responsible for the examination and approval of the retirement of the insured in this county according to the authority.

(five) responsible for the county's employment, unemployment and related social insurance fund forecast and information guidance, formulate relevant response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of payments of related social insurance funds.

(six) responsible for the implementation of labor and personnel dispute mediation and arbitration system norms and labor relations policies, improve the labor relations consultation and coordination mechanism; Supervise the implementation of the basic rules for the adjustment of labor contracts (including collective labor contracts, the same below), the implementation norms of the labor contract system, the working hours of employees, the rest and vacation system, the policy of eliminating illegal use of child labor, and the special labor protection policies for female employees and underage employees. Organize and implement labor security supervision, coordinate workers' rights protection work, and investigate and deal with labor security cases according to law.

(seven) take the lead in promoting the county to deepen the reform of the title system; To formulate and organize the implementation of policies on the management and continuing education of professional and technical personnel, and assist relevant departments in the selection and training of high-level professional and technical personnel; Formulate and implement policies to attract high-level professional and technical personnel to work or settle in tea; Organize the formulation of the training, evaluation, use and incentive system of skilled personnel, improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions in the county, formulate personnel management policies for staff of public institutions and organs, and standardize the comprehensive personnel management of public institutions such as post setting, open recruitment and employment contracts according to their authority.

(nine) in conjunction with the relevant departments to formulate and organize the implementation of the county's wage income distribution policy, the establishment of the county's enterprises and institutions to determine the salary, normal growth and payment security mechanism; Responsible for implementing the welfare and retirement policies of enterprises and institutions in the county.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers in this county, promote the implementation of relevant policies, coordinate and solve related key and difficult problems, and earnestly safeguard the legitimate rights and interests of migrant workers.

(eleven) in conjunction with the relevant departments to organize the implementation of the national recognition and reward system, according to the authorization to undertake recognition and reward activities at or above the county level; Undertake the appraisal and commendation work of the county; Responsible for the county's "doing practical things for the people" assessment related work.

(twelve) responsible for the relevant administrative reconsideration and administrative litigation.

(thirteen) to complete other tasks assigned by the county party committee and the county government.
