From July 2006 1, self-employed industrial and commercial households, freelancers and other flexible employees participated in social insurance with the average salary of employees in the province as the payment base, and it took three years to transition into place. The employer takes the total wages of all employees of the unit as the payment base: in areas where the average wage of local employees is higher than the average wage of the whole province, and the actual per capita wage of the employer is lower than 60% of the average wage of employees in the whole province, the payment total wage base shall be determined according to the proportion of not less than 60% of the average wage of employees in the whole province (1048 yuan).

If the average wage of local employees on the job is lower than the average wage of employees on the job in the whole province, and the actual per capita wage of the employer is lower than 60% of the average wage of employees on the job in cities under the jurisdiction of the local province, the payment of total wage base shall be determined according to the average wage of employees on the job in cities under the jurisdiction of the province.
