Hangzhou Xihu district endowment insurance

I want to transfer the endowment insurance paid in Linhai to Xihu District, Hangzhou, but I can't transfer it now. First of all, I should determine the reason. After excluding technical reasons, if the West Lake District of Hangzhou is unacceptable on the grounds of local regulations, we can go to the relevant provisions of the state on the transfer of pension insurance relations, because local regulations cannot conflict with state regulations.

Article 19 of the Social Insurance Law of People's Republic of China (PRC) stipulates that if an individual is employed in an overall planning area, his basic old-age insurance relationship will be transferred accordingly, and the payment period will be calculated cumulatively. When an individual reaches the statutory retirement age, the basic pension is calculated in stages and distributed uniformly. Specific measures shall be formulated by the State Council.

Article 8 of the Interim Measures for the Transfer and Continuation of the Basic Endowment Insurance Relationship for Employees in Urban Enterprises promulgated by Ministry of Human Resources and Social Security and the Ministry of Finance stipulates the specific operation process of the transfer of the employee pension insurance relationship:

The insured cross-provincial (trans-regional) mobile employment, according to the following procedures for the basic old-age insurance relationship transfer procedures:

(a) the insured in the new employment in accordance with the provisions of the establishment of the basic old-age insurance relationship and payment, by the employer or the insured to the new insured social security agencies put forward a written application for the transfer of the basic old-age insurance relationship.

(2) The social security agency of the newly insured place shall, within 15 working days, review the application for transfer and continuation, send an acceptance letter to the social security agency where the insured person's original basic old-age insurance relationship is located, and provide relevant information; Do not meet the transfer conditions, make a written explanation to the applicant or the insured.

(3) The social security agency where the original basic old-age insurance relationship is located shall handle all the transfer and connection procedures within 15 working days after receiving the acceptance letter.

(4) After receiving the basic old-age insurance relationship and funds transferred by the social security agency where the insured person's original basic old-age insurance relationship is located, the social security agency in the newly insured place shall complete the relevant procedures within 15 working days, and notify the employer or the insured person of the confirmation in time.
