Article 7 Employers and employees shall jointly pay social medical insurance premiums. The employing unit shall participate in the first basic medical insurance for its registered employees in this city, and choose one of the first, second and third basic medical insurance for its non-registered employees in this city. Article 8 Non-employees shall participate in the basic medical insurance in accordance with the following provisions:

(1) Non-employed residents whose household registration is under 18 years old, children whose parents have participated in social insurance in this city and have reached 1 year old, and full-time students who have received general higher education in various full-time ordinary colleges and universities (including private schools) or scientific research institutes in this city participate in the second file of basic medical insurance;

(three) after reaching the statutory retirement age, people who have moved into this city and have not received pension insurance benefits or pensions on a monthly basis may apply for the first basic medical insurance;
