I. Pretrial

(1) Pre-application

1. Login: The applicant logs on the official website of Changshu Human Resources Management Service Center (Changshu Talent Employment Network

2. Fill in personal application information: truthfully fill in the application information item by item according to the system prompts.

3. Upload application materials: upload clear, true and effective application materials item by item according to the system prompts. Materials include: education background, degree or title, household registration and marriage materials, and honesty commitment materials.

(2) Pre-trial. The staff of our center will complete the information comparison between the pre-trial application information and the materials through online comparison within 3 working days from the date of receiving the pre-trial application materials, and feed back the pre-trial results. Among them, the application materials with professional and technical titles are transferred by the staff of our center to the talent development and professional and technical personnel management section of the Municipal People's Social Security Bureau for material review, and the application materials will be pre-examined by our center after the material feedback.

(3) Shift gears. If the personnel files have not been handed over to our center for safekeeping when the applicant settles down, the file transfer formalities shall be handled at the same time when the applicant settles down. After the pre-examination in our center is completed, individuals can print a file transfer letter containing an electronic seal and an authorization code (the authenticity can be verified by the authorization code in Changshu Social Security Service Network) on the talent settlement declaration platform according to the notice. I hold the file transfer letter to the original file storage institution to handle the personnel file transfer procedures and transfer it by confidential communication. It is strictly forbidden for individuals to bring their own files for transfer.

Please contact the original document storage institution before self-service printing. If the other party doesn't accept self-service printing, he can bring his resident ID card to window 2-4 of our center (No.222, Zhujiang Road, Changshu City) for self-service printing.

Second, publicity.

After preliminary examination, the application materials basically meet the requirements, and can be found on our website (website:

If there is any objection to the publicity, our center will organize investigation and verification with relevant departments within 30 working days from the date of receiving the report materials, and inform the verification results.

Check the files after they arrive.

After the personal files are transferred to our center, if the key files are found missing after examination, our center will issue the Notice of Missing Personnel Files in Changshu City (Annex 8) to inform the missing materials and their possible impact at one time. I will make a written notice and submit the Commitment Letter for Supplementary Filing Materials (Annex 8).

However, if the application conditions are academic qualifications, degrees or titles, the materials reflecting academic qualifications, degrees or titles in the archives shall be complete, true and effective.

Third, the material submission

In addition to the compliance materials submitted at the time of pre-application, the following materials shall be submitted through the talent settlement declaration platform according to the requirements and pre-trial notice:

1. The Changshu Talent Settlement Application Form is uploaded after I sign it (attachment1);

2. Submit the Application Form for Electronic Transfer of Household Registration Certificate in Jiangsu Province, and upload it after I sign it (Annex 9);

3. Other corrected materials;

Four. Application acceptance

Our center will decide whether to accept the application within 3 working days after receiving the application materials. Those who meet the requirements for settlement and have complete application materials will enter the review process.

If it does not meet the conditions for settlement or is not accepted in the third point of the fourth paragraph of Article 3 of the Detailed Rules, it shall inform the reasons for not accepting it. If the application materials are incomplete, inform the materials that need to be supplemented at one time.

Verb (abbreviation for verb) audit

If the materials are complete, our center will organize the examination and approval within 5 working days from the date of acceptance. After preliminary examination and review, those who meet the conditions for settlement shall be issued after approval by the center and handed over to the public security organ where they intend to settle down.

If the applicant unit or individual fails to pass the examination in the fifth paragraph of Article 3 of the Detailed Rules, our center will give feedback and explain the reasons.

Sixth, household registration migration.

According to the notice of the public security organ and the requirements of the sixth paragraph of Article 3 of the Detailed Rules, the personnel to be settled shall go through the formalities of relocation and settlement in registered permanent residence.
