The main responsibilities of Fuzhou Human Resources and Social Security Bureau:

(a) the implementation of national and provincial human resources and social security laws, regulations, rules and policies; To study and draft local laws and regulations on human resources and social security in our city, formulate development plans, plans and policies on human resources and social security in our city, and organize their implementation, supervision and inspection.

(two) to formulate the city's human resources market development plan and human resources flow policy, establish a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(three) comprehensive management of government personnel work, responsible for the introduction and service of talents in this city (including foreign experts and overseas talents), responsible for the construction of professional and technical talents and high-skilled talents, and building a talent service system.

(four) to promote employment, formulate urban and rural employment development plans and policies, and improve the public employment service system and employment assistance system; Improve the vocational skills qualification system and make overall plans to establish a vocational skills training system for urban and rural workers; Take the lead in formulating employment policies for college graduates and supporting entrepreneurship policies, and organize their implementation together with relevant departments; Responsible for the management of employment of foreigners, Taiwan, Hong Kong and Macao personnel in Rong.

(five) to co-ordinate the establishment of a social security system covering urban and rural areas, formulate policies and standards for urban and rural social insurance and its supplementary insurance, gradually improve the level of co-ordination, and implement the measures for the transfer and connection of social insurance relations; In conjunction with the relevant departments, formulate the management and supervision system of social insurance and its supplementary insurance funds and organize their implementation, and organize the preparation of the draft budget and final accounts of the city's social insurance funds.

(six) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, the implementation of prevention and control, to maintain the stability of the employment situation and the overall balance of social insurance funds; Participate in the formulation of the use, management and supervision system of special employment funds, and supervise and inspect the implementation.

(seven) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in government agencies and institutions and organize their implementation, establish a mechanism for the normal growth and payment of wages of personnel in government agencies and institutions, and formulate policies for the welfare and retirement of personnel in government agencies and institutions.

(eight) to formulate policies for the management of staff in institutions and organs, formulate policies for personnel deployment and special personnel placement, organize the implementation of personnel system reform in institutions, comprehensively manage professional titles, and organize the implementation of postdoctoral management system.

(9) jointly with relevant departments, formulate resettlement policies and resettlement plans for demobilized military cadres and organize their implementation, organize the formulation of policies for some enterprises to solve difficulties and stabilize demobilized military cadres, be responsible for the management and services of demobilized military cadres who choose their own jobs, and formulate education and training plans for demobilized military cadres.

(ten) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, responsible for promoting the implementation of relevant policies for migrant workers, coordinating and solving key and difficult problems, and safeguarding the legitimate rights and interests of migrant workers.

(eleven) to formulate labor relations policies, improve the coordination mechanism of labor relations, and supervise the implementation of policies to eliminate illegal use of child labor and special labor protection policies for female workers and underage workers; Organizing the implementation of the mediation and arbitration system for labor and personnel disputes; Organize and implement labor security supervision, coordinate workers' rights protection work, investigate and supervise major cases according to law.

(twelve) the implementation of national and provincial laws, regulations, rules and policies on the classification, employment, assessment, rewards and punishments, appointment and dismissal, training, transfer, resignation and dismissal of civil servants; Formulate specific measures for the staff of public institutions to refer to the civil service law and the appointment of civil servants, and organize their implementation, supervision and inspection.

(thirteen) to organize the implementation of the policy of civil servants' code of conduct, professional ethics construction and capacity building, and to formulate the detailed rules for the implementation of civil servants' job classification standards and management measures in conjunction with relevant departments; Supervise civil servants according to law; Responsible for the statistical management of civil servants' information.

(fourteen) to improve the civil service examination and employment system, and to be responsible for organizing the examination and employment of government civil servants and staff of public institutions with reference to the Civil Service Law.

(fifteen) improve the civil service assessment system, formulate civil service training plans, plans and standards, and be responsible for organizing the civil service training of municipal organs.

(sixteen) improve the civil service complaint system and the appointment system of civil servants personnel dispute arbitration system, to protect the legitimate rights and interests of civil servants.

(seventeen) to formulate and organize the implementation of civil servants' reward and punishment policies, and to be responsible for the government's reward and commendation work.

(eighteen) to undertake other tasks assigned by the municipal government.
