Measures to implement social security

The first is to raise the basic pension level for retirees. This year, we will continue to adjust the basic pensions for retirees in enterprises, institutions and institutions, with an overall adjustment ratio of 4%.

The second is to pay old-age insurance premiums for urban and rural residents for the needy. To participate in the urban and rural residents' old-age insurance for low-income residents, poor people, people returning to poverty, and severely disabled people, the local government will reduce or exempt some or all of the minimum payment grades of old-age insurance premiums. From June to May this year, insurance premiums have been paid for13.05 million people in need.

Third, the payment of three social insurance premiums for enterprise pension, unemployment and work injury will be postponed by stages. By expanding the scope of policy implementation, extending the implementation period, increasing the support of the policy of stabilizing posts, and alleviating the current financial pressure of enterprises, enterprises can tide over temporary difficulties.

The fourth is to improve the insurance policy for flexible employees. In view of the weak ability of individual industrial and commercial households and flexible employees to resist risks and the great pressure of participating in insurance payment at present, it is clear that all kinds of flexible employees who participate in the basic old-age insurance for enterprise employees in their personal capacity can voluntarily suspend payment if they have difficulties in paying the old-age insurance premium this year, and those who have not paid the fee can pay it monthly before the end of next year, and the cumulative calculation of payment years will not affect their retirement benefits in the future.

Fifth, continue to implement the policy of expanding unemployment insurance coverage. On the basis of granting unemployment insurance benefits, one-time living allowances and other routine living allowances to the insured unemployed, we will continue to expand the scope of protection and basically achieve full coverage of the insured unemployed in urban and rural areas. From June 5 to May this year, 33.4 billion yuan of unemployment insurance money has been paid to more than 5.6 million insured unemployed people.

The sixth is to optimize the handling services and promote the implementation of policies. Open a variety of service channels, vigorously promote a series of convenience measures such as "no meeting" service, "inter-provincial general service" and "old-age-friendly" social security services, comprehensively promote the construction of "one card" social security cards, promote the loading of social security cards with services for the elderly and the disabled, and explore the barrier-free use mode of electronic social security cards to provide more convenient services for people in need.
