(1) If the average monthly salary of the employee in the previous year is less than 60% of the average salary of the city's employed persons in the previous year, 60% of the average salary of the city's employed persons in the previous year will be used as the monthly contribution base.

(2) If the average monthly salary of the previous year is higher than 300% of the average salary of the city's employed persons in the previous year, then 300% of the average salary of the city's employed persons in the previous year shall be taken as the monthly contribution base.
