The main responsibilities of Shuozhou Human Resources and Social Security Bureau

(a) the implementation of national human resources and social security development plans and policies and regulations, formulate the city's human resources and social security development plans and policies, organize the drafting of normative documents on human resources and social security, and organize the implementation, supervision and inspection.

(two) to formulate the city's human resources market development plan and human resources flow policy, guide the city's human resources market construction, build a unified and standardized human resources market, and promote the rational flow and effective allocation of human resources.

(III) To be responsible for the city's employment promotion, formulate urban and rural employment development plans and policies, improve the public employment service system, formulate employment assistance system, improve the vocational qualification system, co-ordinate the establishment of a vocational training system for urban and rural workers, take the lead in formulating and implementing employment policies for college graduates, and formulate incentive policies for training high-skilled talents and rural practical talents jointly with relevant departments.

(4) Establish a social security system covering urban and rural areas, formulate and organize the implementation of urban and rural social insurance and its supplementary insurance policies and standards, organize the formulation of unified measures for the transfer and connection of social insurance relations in the whole city, formulate overall policies for basic old-age insurance in government agencies and institutions and gradually improve the level of overall funds, jointly with relevant departments, organize the implementation of measures for the management and supervision of social insurance and its supplementary insurance funds, and prepare the draft budget and final accounts of social insurance funds in the whole city.

(five) responsible for the city's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(VI) Responsible for coordinating the personnel management of organs, enterprises and institutions in the city, implementing the wage income distribution policy of organs and institutions in conjunction with relevant departments, establishing the normal wage growth and payment guarantee mechanism of organs and institutions, implementing the welfare and retirement policies of organs and institutions, and guiding and supervising the total wage management of state-owned enterprises and the wage income distribution of enterprise leaders.

(VII) To guide and implement the personnel system reform of public institutions in conjunction with relevant departments, establish and improve the personnel management policies of public institutions and national civil servants, participate in personnel management, formulate policies on professional and technical personnel management and continuing education, take the lead in deepening the reform of professional title system, implement postdoctoral management measures, and be responsible for the selection and training of high-level professional and technical personnel.

(8) To formulate policies and measures for introducing foreign talents and intelligence and organize their implementation, be responsible for the introduction of foreign talents and intelligence in the whole city, organize the implementation of the introduction plan for major talents and intelligence projects, strengthen international exchanges and cooperation, manage foreign experts working in Shuozhou, and centrally manage the overseas training in the whole city.

(nine) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(10) Organize the implementation of the mediation and arbitration system for labor and personnel disputes and the labor relations policy, improve the coordination mechanism of labor relations, supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers, organize the implementation of labor supervision, coordinate the work of safeguarding workers' rights, investigate and deal with major cases according to law, accept labor and personnel letters and visits, and coordinate relevant departments to handle major letters and visits and emergencies.

(eleven) in accordance with the cadre management authority, to undertake the appointment and removal of personnel of the Municipal People's government and the Municipal People's Congress Standing Committee.

(twelve) to undertake other tasks assigned by the Municipal People's government.
