I. Concept:
Flexible employment refers to those who have the household registration of the city, are under 60 years of age for men and 55 years of age for women, and are engaged in self-employment with legal economic income, self-employed without employment, part-time workers who have not participated in the basic pension and medical insurance in the employing unit, as well as other flexibly employed persons.
Second, the proportion of contributions:
The base for the payment of basic pension and medical insurance premiums by flexibly employed persons is 60% to 300% of the average monthly salary of the city's employees in the previous year. The proportion of basic pension insurance premiums paid is 30%, and the proportion of basic medical insurance premiums paid is 14%.
Third, the process:
1. Flexible employment in accordance with the provisions of the employment registration, can be to the domicile or residence of the streets, townships (townships) community affairs acceptance service centers to apply for participation in community affairs acceptance service centers on behalf of the social insurance agency for the registration of the basic old-age pension, medical insurance, and to pay the basic old-age pension, medical insurance premiums.
2. After a flexibly employed person enrolls in the insurance and pays the contributions, the social insurance agency establishes an individual pension and medical insurance account for him or her, and calculates the number of years of contributions in accordance with the provisions of the state and the city.
3. The individual pension insurance account of a flexibly employed person remains unchanged for life. After the change of employment or the establishment of individual pension insurance account of the employee engaged in flexible employment, the individual pension insurance account storage amount is accumulated and calculated. The amount stored in the individual pension insurance account of a flexibly employed person can only be used for retirement and cannot be withdrawn in advance.
4. Flexibly employed persons shall make monthly contributions, and shall not increase the number of years of contributions by making retroactive contributions after the fact.

1. 2. After the flexibly employed persons have paid the basic medical insurance premiums according to the regulations, the crediting standards of their individual medical accounts, the basic medical insurance treatment for outpatient emergency, outpatient major diseases, family hospital beds and inpatient hospitalization (including hospitalization in the emergency observation room), as well as the methods of comprehensive reduction of the burden of the medical insurance shall be implemented in accordance with the regulations on the urban medical insurance for the same kind of persons in the city. The waiting period is implemented in accordance with the relevant provisions of the "Notice on Setting a Waiting Period for Enjoying Basic Medical Insurance Treatment for Freelance Workers, Individual Industrial and Commercial Households without Employers, and Other Flexible Employed Persons in Cities and Towns of the City" (SHU Renminsha Medifa 〔2012〕 No. 45).
3. According to the "Shanghai Measures for the Implementation of Work-Related Injury Insurance", part-time employees are required to pay work-related injury insurance premiums by their employers and enjoy corresponding work-related injury insurance benefits.
