Is there five insurance and one gold treatment for the western plan?

Volunteers in the western plan don't have five insurances and one gold. Volunteers in the western plan are only those engaged in voluntary service activities recruited by the state and provincial governments and do not belong to the staff within the system. The financial department only pays work allowance and living allowance, not staff salary. There are no five insurances and one gold.

Volunteers in the western region plan are not officially employed national staff, but volunteer services, so there is no remuneration for their work, just subsidies, and the five insurances and one gold for staff are not applicable. To put it bluntly, there is no five insurances and one gold, only one accidental injury insurance, and the expenses are paid by the Central Committee of the Communist Youth League. If it is a local project, the insurance should be paid by the local institution. According to the implementation plan of the western region plan, the insurance premium of each volunteer is paid by the National Project Office to 200 yuan.

If you are accepted as a volunteer in the national project of the Western Plan, the central government will provide subsidies (including work and living allowances, social security, etc.). According to the standard of 30 thousand yuan per person per year in the western region (40 thousand yuan per person per year in southern Xinjiang and Tibet) and 24 thousand yuan per person per year in the central region. Local governments at all levels co-ordinate the central financial subsidy funds and their own financial resources, pay the working and living allowances in full monthly, and bear the part paid by social insurance units (the part paid by individuals is withheld and remitted from the volunteers' working and living allowances). In accordance with the relevant requirements of the National Project Office, serve the provincial project office to buy commercial insurance for volunteers (including volunteers of postgraduate education group) such as major diseases and personal accidents.

As a national project initiated by the central government and benefiting local governments, the western plan needs the joint investment of the central and local governments.

Central finance:

According to the western region, 30,000 yuan per person per year (40,000 yuan per person per year in southern Xinjiang and Tibet).

Subsidies will be given according to the standard of 24,000 yuan per person per year in the central region.

Local finance:

Local governments at all levels should co-ordinate the central financial subsidy funds and their own financial resources, pay the volunteers' work and living allowances in full on a monthly basis, and bear the part paid by volunteer social insurance units (the part paid by individuals is withheld and remitted from the volunteers' work and living allowances) to ensure that project offices at all levels carry out volunteer recruitment, training, dispatch and publicity.

All localities should ensure the implementation of social insurance for every volunteer (including the volunteers of the graduate education group) in the Western Plan. Considering the large geographical span in the western region and many factors affecting the safety of volunteers, all localities should purchase commercial insurance for each volunteer in the western region, such as major diseases and personal accidents, in accordance with the relevant requirements of the National Project Office. Encourage qualified places to handle other supplementary medical insurance for volunteers.

Legal basis:
