Can I buy a house in Guangzhou without social security?

I can't. According to the detailed rules of Guangzhou Real Estate Purchase Restriction Order published on March 7, 2065438, non-Guangzhou registered residents are restricted from "continuously paying personal income tax or social insurance for more than three years in this city within five years before the date of purchase" to "continuously paying personal income tax or social insurance for five years in this city before the date of purchase". There are also families who are not registered in this city, and they are not allowed to buy houses by paying personal income tax payment certificates or social insurance payment certificates.
