Reform of civil servants with five insurances and one fund

Generally speaking, the social insurance of civil servants is stipulated by the national civil service law and social security law. Endowment insurance, civil servants are not insured at present, and the pension system is implemented.

Of course, in some places, civil servants have been included in the scope of social security and provident fund payment, which means that the five insurances and one gold paid by civil servants are essentially similar to those paid by employees. "Five insurances" (also known as social security) include endowment insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance, and "one gold" is the provident fund.

However, what needs to be reminded here is that not every city's civil servant insurance policy is the same. In different cities, there are different standards for the proportion of civil servants paying five insurances and one gold and the payment base of five insurances and one gold.

At present, China's pension system can be roughly divided into three categories: urban and rural residents' pension system, urban workers' pension system and institutions' pension system. The monthly per capita pension level of urban and rural residents is only more than 80 yuan, which is twenty or thirty times different from the pension benefits of enterprise employees, and the gap with civil servants is even greater. The "dual-track system" of pensions in the usual sense emphasizes the institutional differences between pensions of urban workers and employees of government agencies and institutions, regardless of urban and rural residents, namely farmers and unemployed urban residents.

Hu Xiaoyi, vice minister of Ministry of Human Resources and Social Security, once said that the dual-track pension system has widened the difference in the treatment of similar personnel and has reached a new era of "merging". Hu Xiaoyi said: reforming the endowment insurance system of government agencies and institutions and implementing social pooling with funds will also help to balance the burden of all units and safeguard the pension rights and interests of personnel of all units in the whole society.
