Legal basis: Interim Measures of Beijing Municipality on the Administration of Personal Accounts of Basic Medical Insurance.

Article 1 In order to do a good job in the personal account management of basic medical insurance, these Measures are formulated in accordance with the Provisions of Beijing Municipality on Basic Medical Insurance (Order No.68 5438+0 of Beijing Municipal People's Government on February 20, 2006, hereinafter referred to as the Provisions).

Article 2 The personal account management of basic medical insurance within the administrative area of this Municipality shall be implemented in accordance with these Measures.

Article 3 Beijing Social Insurance Fund Management Center is responsible for the management and guidance of individual accounts of basic medical insurance in the whole city. The county social insurance fund management center and its affiliated social insurance handling branches (hereinafter referred to as the county social insurance fund management institutions) are responsible for handling the specific business of individual accounts of basic medical insurance within their respective jurisdictions.

Article 4 The county social security fund management institutions shall establish individual accounts for basic medical insurance for employees and retirees (hereinafter referred to as the insured). Employers and insured persons shall truthfully provide basic information related to the establishment of personal accounts according to regulations.

Article 5 The employing unit shall pay the basic medical insurance premium in full monthly. The county social security fund management institutions shall, in accordance with the standards stipulated in Article 21 of the Regulations, transfer part of the basic medical insurance premiums paid by the employer into personal accounts. Adjust the proportion of individual accounts from the month after the insured reaches the age of 35, 45 and 70; Retirees who meet the payment period stipulated in the basic medical insurance and go through retirement formalities in accordance with the provisions of the state shall adjust the proportion of individual accounts in accordance with the standards stipulated in Item (4) of Article 21 of the Regulations from the month when they receive the basic pension or retirement fee.

Article 6 If an employee transfers or renews his insurance in this district or county due to transfer flow or other reasons, only the basic medical insurance relationship will be transferred, and the amount of personal account storage will not be transferred.

If an employee is transferred or renewed across regions and counties due to reasons such as transfer and mobility, his basic medical insurance relationship and personal account storage amount shall be transferred to the district or county social security fund management institution where the employee is insured.

Workers transferred to other places, by the district and county social security fund management agencies issued a "basic medical insurance personal account transfer form", should be transferred to the personal account storage amount through the bank to the receiving area of basic medical insurance agency account.

Article 7 Where retirees from bankrupt, closed, dissolved or revoked employers are accepted and placed by the competent authorities or other employers, the procedures for transferring the basic medical insurance relationship and personal account storage amount shall be handled in accordance with the provisions of paragraphs 1 and 2 of Article 6 of these Measures.

Article 8 If an employee is recruited as a conscript during the insured period, his personal account shall be sealed, and interest shall continue to accrue if there is a storage amount. After returning to Beijing for resettlement, his personal account will be unsealed; After receiving the written certificate issued by the basic medical insurance agency in the receiving place, the county social security fund management institution shall handle the basic medical insurance relationship and personal account transfer procedures in accordance with the provisions of the third paragraph of Article 6 of these Measures.

Article 9 The direct recruitment of officers, civilian cadres and non-commissioned officers from local military academies shall be handled in accordance with the provisions of the third paragraph of Article 6 of these Measures.
