Hong Kong people can buy social security in the Mainland. The following are the relevant policies.

1. According to the "Provisional Regulations on the Collection and Payment of Social Insurance Fees" and the "Regulations on the Administration of Employment of Hong Kong and Macao Residents in the Mainland of Taiwan Province Province", Hong Kong people who meet the insurance requirements and are employed in the Mainland can participate in the basic social insurance for urban workers in accordance with local regulations.

2. In view of the different social security systems between Hong Kong and the Mainland, and in combination with the social insurance management information system currently adopted in the Mainland, we agree in principle to your proposal that the resident ID card numbers issued by the governments of Hong Kong and Macao should be used as the social security codes for the residents of the above two places to participate in social insurance in Guangdong, and suggest that the administrative division codes of Hong Kong and Macao should be added before the first place to distinguish Hong Kong and Macao residents.

Three, the mainland and the Hong Kong Special Administrative Region can achieve mutual exemption of social insurance premiums by signing an agreement, but this issue involves many provinces, autonomous regions and municipalities across the country, and it is not appropriate for individual provinces to sign social insurance agreements with the Hong Kong Special Administrative Region government.
